The primary purpose of this position is to serves as the Air Mobility Command (AMC) / Mobility Air Forces (MAF) Air Force Forces (AFFOR) senior technical expert, analyst, and team leader exercising master level knowledge of Logistics Readiness with an emphasis on Fuels/Petroleum, Oil, and Lubricants (POL). Duties

Advisor for Logistics Readiness and Fuels/POL integration into requirements, policy, processes, and planning supporting AMC/MAF forces worldwide. Performs process improvements by researching and evaluating emerging concepts and technologies for possible inclusion into Logistics Readiness and Fuels/POL processes; develops emerging joint, interagency and multinational Logistics Readiness capabilities. Provides subject matter expertise relating to AMC/MAF Air Force Forces (AFFOR) Logistics Readiness and Fuels/POL policies and issues. Identifies and integrates total AMC/MAF AFFOR Logistics Readiness and Fuels/POL requirements into Operations Plans (OPLANs) and other planning products. Performs Major Command Headquarters staff functions: prepares briefings, point papers, and other written/electronic staff work to include Task Management Tool (TMT); attending meetings, working groups, and operational planning teams; and serving on special details.

  • Must be able to obtain and maintain a Top-Secret Clearance with access to Sensitive Compartment Information (SCI).
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice (cont'd)
  • (cont'd) drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safe.
  • May occasionally be required to work other than normal duty hours.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Incumbent may be required to support the AMC Commander’s Battle Staff (CBS), Operations Planning Teams (OPTs), or contingency support functions.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Logistics Management Series, 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes master level knowledge of Logistics Readiness and Fuels/POL processes related to logistics planning and execution in order to analyzes involved an resolving problems or issues that impact logistics systems affecting AMC/MAF missions. Extensive functional knowledge in assessing Logistics Readiness and Fuels/POL procedures in order to perform adaptive planning and contingency execution. Broad working knowledge of deliberate/crisis action planning processes and functional issues affecting command mission and force projection. Ability to influence and persuade experts and senior management officials regarding command positions dealing with logistics systems, logistics planning, and Fuels/POL policy. Extensive knowledge of all organizations (including United States Transportation Command (USTRANSCOM), Dislocation Allowance (DLA), Headquarters Air Force (HAF), Air Force Petroleum Agency (AFPET), other Major Command (MAJCOM) staffs, military services, and other Government agencies dealing with logistics, planning, and digitally adept systems, particularly those organizations that relate to Logistics Readiness and Fuels/POL) in order to provide advisory, guidance, and support. Knowledge, skills, and abilities in applying Logistics Readiness and Fuels/POL planning and execution principles associated with command mission in order to assimilate, analyze and gather data to formulate command position and present factual data to AMC/MAF leaders, HAF, AFPET, DLA-Energy, and other government agencies. Broad working knowledge of deployment and distribution execution processes including requirements identification, mode determination, passenger and cargo processing, and billing process. Knowledge of public laws, regulations, directives, doctrine, and policy governing Logistics Readiness and Fuels/POL. As a recognized expert, plans in order to develop new policy and program guidance to resolve problems affecting segments of existing logistics readiness associated with the Defense Travel System (DTS). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of federal and agency logistical concepts, principles, practices, procedures, and regulations applicable to a full range of Logistics Readiness management to include Fuels/POL, logistics plans, Supply Chain management, as well as storage and distribution operations, under peacetime and wartime conditions to develop and recommend policies and procedures; and ability to plan, lead, and organize projects. Knowledge of a broad range of Logistics Readiness Fuels/POL, logistics, planning, and supply chain management concepts to provide technical guidance in the development of program goals, plans, policies, and procedures and work plans dealing with the development of strategic visions, to evaluate overall process effectiveness, and to recommend methods to help optimize use of resources and maximize efficiency and effectiveness. Knowledge of safety and security regulations, practices, and procedures. Knowledge, skill, and ability to integrate AMC and MAF Logistics policies and practices into Air Force and Joint contingency operations and identify logistics operating requirements, force bed down plans and resource requirements to accomplish assigned missions. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations and recommend improvements; to anticipate and identify logistics issues associated with Logistics Readiness and Fuels/POL requirements; and the ability to assimilate, analyze, and evaluate data to formulate command positions. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy, in carrying out all personal contacts which include senior officials in USTRANSCOM, DLA, HAF, AFPET, other MAJCOM staffs, and other government and federal agencies; and to articulate and defend command requirements and present reports in final format. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
