A successful candidate in this position will serve as resident program analyst for The Office of Engineering and Technology Maturation performing budget, cost, funding, and contractual activities. The incumbent will be responsible for providing wide-ranging multi-program management support and senior level program analysis expertise within the NA-10's program of record.
Duties
As a Program Analyst you will perform the following duties:
Serve as an authoritative subject matter expert and advisor to the Director and staff to resolve emerging issues and problems
Develop long-range budget estimates for programs in close coordination with site offices, site subject matter experts, and site budget analysts in accordance with annual budget guidance and schedules supporting the Planning, Programming, Budgeting, and Evaluation process.
Provide programmatic direction in the management and coordination of day-to day operations across the geographically dispersed M&O contractors, serving as the focal point on matters pertaining to planning, integrating, and executing policies, programs, and procedures for carrying out the organization's mission.
Serves as a resident program analyst for organizations with program, budget, cost, funding, and contractual activities; and is responsible for providing wide-ranging multi-program management support and senior level program analysis expertise within the NA-10's program
of record.
Qualifications
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e.. EN/NN-03, or GS-13. Specialized experience for this position is defined as: Must Meet 3 out of 4 Specialized Experiences Below
1. Long range planning for complex projects or programs
2. Experience within the Nuclear Enterprise and/or Defense Programs
3. Experience with PPBE (Planning, Programming, Budgeting and Execution) processes
4. Experience with the execution of programs; tracking budgets/program execution
