The position is located at U.S. Agency for Global Media (USAGM), in the Voice of America (VOA), South and Central Asia Division. The incumbent serves as a Supervisory Financial Management Analyst in the Division, responsible for administrative and fiscal support for the division, developing and implementing divisional strategies, and working with other USAGM staff.

Duties

As a Supervisory Financial Management Analyst, you will be responsible for duties to include, but are not limited to: Provides advice, guidance, and assistance to the Division Director in the development and preparation of budget submissions, budget quantitative data, and future annual budgets. Solicits program requirements from Division managers in order to prepare cost estimates and budget requests. Analyzes past program expenditures data, projected program operations and growth. Provides administrative support for the procurement process, market research and of cost analyses and comparison, in addition to coordinating with the Office of Contracts to monitor progress in the procurement process and to proactively resolve any problems. Provides direction and guidance to subordinates in day-to-day finance/budget execution and administration for the Division; to include but is not limited to all personnel staffing matters (contractors, and stringers), financial planning, and resource management issues necessary to ensure effective operation of the Division.

Requirements

  • Candidates MUST meet all qualification requirements by closing date.
  • This is a national security position. If selected, this position requires the completion of the SF-86.
  • Suitability Determination: If selected, you may be subject to a background investigation to establish your suitability for federal employment. The background investigation may include, among other aspects, a review of your credit and legal history.
  • This position is not covered by a Union Agreement.
  • This position has been designated supervisory requiring that the selectee on an initial appointment as a supervisor or manager serve a one-year probationary period.
  • If selected for this vacancy, you will be required to file the OGE Form 450 (Confidential Financial Disclosure Report).
  • The full performance grade level for this position is GS-13.
  • If you are a male applicant who is born after 12/31/59, you are required to be registered for the Selective Service.

Qualifications

Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-12 or comparable pay band in the Federal service or equivalent experience in the private sector. Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position. Supervised or led experience directing budget and financial management programs; Oversight of federal budget processes and procedures; Utilizing principles, policies, regulations and procedures of budget/financial transactions to evaluate financial data and prepare a variety of report.

Education is not required for this grade level. It cannot be used for qualification purposes.
