You will serve as a Human Resources Specialist in the Staffing, Classification and Compensation Section of NAVAL RESEARCH LABORATORY. Duties

You will provide advice to NRL managers and officials relating to recruitment, placement, classification and compensation. You will resolve complex problems in the above specialty areas with a high degree of independence. You will formulate HRO policy, plans, procedures, and necessary implementing directives for the administration of Recruitment, Placement, Classification, and Compensation Programs. You will be responsible for at least 1 (and up to 4) program areas and you will act as the "resident expert" on the respective program(s) by providing advice/guidance, developing operating procedures and writing/updating instructions. You will advise on how to fill a variety of positions; recommend to managers the best avenue of recruitment while providing pros and cons for each alternative. You will conduct special studies to identify problems, develop alternatives or solutions, and may serve as coordinator or branch representative in implementation of the solutions. You will advise supervisors on classification of positions. You will advise and assist managers and supervisors on the effects on existing positions of reorganizations, changes in duties and responsibilities, or changes of missions or functions. You will be responsible for providing input on the development, implementation, and assessment of the compensation program, including basic pay, incentive pay and benefits.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

NO-02: Your resume must demonstrate at least three years of general experience, one of which is equivalent to the next lower pay band (NO-01) or GS equivalent (GS-4) in the federal service or equivalent experience in the private or public sector performing the duties of a Human Resources Specialist. Experience must demonstrate most or all of the following duties: 1) Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; 2) Plan and organize work; and 3) Communicate effectively orally and in writing. NO-03: Your resume must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-05/10) or pay band (NO-02) in the federal service or equivalent experience in the private or public sector performing the duties of a Human Resources Specialist. Specialized experience must show demonstrated knowledge of recruitment, placement, classification, and compensation programs performing most or all of the following duties: 1) Advising management of recruitment, placement, classification, and compensation regulations and procedures; 2) Assisting in formulating policy, plans, procedures, and implementing directives for the administration of recruitment, placement, classification, and compensation programs; 3) Conducting assessments of the processes of human resources programs to improve effectiveness; and 4) Establishing and maintaining effective relationships with managers, supervisors, and employees to ensure strategic human resources objectives are met. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

NO-02:
You have completed a 4-year course of study leading to a bachelor's degree.
or
A combination of experience and education as described above that equates to one year of experience.

NO-03:
You have earned a Ph.D. or equivalent doctoral degree.
or
You have completed 3 full years of progressively higher level graduate education leading to such a degree (Ph.D.).
or
You have earned an LL.M., if related.
or
A combination of experience and graduate education as described above that equates to one year of experience.
