You will serve as a Supervisory Human Resource Specialist in the Human Resource Office, Code 185000 of NAVAL RESEARCH LABORATORY.
Duties
You will supervise a team of Human Resources professionals specializing in Employee Relations, Labor Relations, Awards Management, and Civilian Morale, Welfare and Recreation (CMWR) event planning and food service management
You will develop, implement, and prepare HRO directives and internal operating procedures to implement new programs as well as briefing/training management on programs under your responsibility.
You will manage and evaluate the various NRL operating programs under your supervision, to include NRL's Contribution based Compensation System (CCS).
You will identify program deficiencies in comparison to NRL needs and make or recommend decisions to the Director, HRO, and take necessary action to correct or improve the situation.
You will devise and carry out appropriate actions on significant HR issues and concerns related to performance and conduct, working with the staff, legal and leadership, when appropriate.
You will provide technical advice and assistance on any employee and labor relations issues to include CCS/performance management issues, absence, leave, authorized work schedules and telework/remote work

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band (NO-04) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate most or all of the following: (1) Implementing, managing, developing, modifying, evaluating and directing day-to-day employee and labor relations; (2) Providing guidance, expert advice and assistance to managers in establishing and maintaining employer employee relationships that contribute to satisfactory productivity, motivation, morale and discipline as well as maintaining effective relationships with labor organizations; (3) Administering HR programs including, performance appraisals, absence, leave, authorized work schedules and telework; (4) Identifying program deficiencies in comparison to agency needs and makes or recommends decisions to the highest senior leader in HR and necessary action to correct or improve the situation; and (5) Developing, implementing, and preparing directives and internal operating procedures to implement new programs as well as briefing appropriate management and personnel officials.
