You will serve as a Human Resources Specialist in the Human Resources Office, Code 185000 of NAVAL RESEARCH LABORATORY.

Duties

You will analyze and recommend solutions to problems that are moderately complex, and often serious/sensitive. You will mediate disputes and advise the deciding officials during the processing of grievances. You will research and apply case law to define and resolve issues and ensure that actions are sustainable. You will represent NRL in settlement negotiations. You will conduct analytical studies, surveys and evaluations of new or existing programs.

Qualifications

NO-02: Your resume must demonstrate at least three years of general experience, one of which is equivalent to the next lower pay band (NO-01) or GS equivalent (GS-4) in the federal service or equivalent experience in the private or public sector performing the duties of a Human Resources Specialist. Experience must demonstrate most or all of the following duties: 1) Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; 2) Plan and organize work; and 3) Communicate effectively orally and in writing. NO-03: Your resume must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-05/10) or pay band (NO-02) in the federal service or equivalent experience in the private or public sector performing most or all of the following duties: 1.) Mediating disputes and advising the deciding officials during the processing of grievances; 2.) Researching and applying case law to define and resolve issues and ensure that actions are sustainable; 3.) Representing NRL in settlement negotiations; 4.) Conducting comprehensive analytical studies, surveys, and evaluations of programs; and 5.) Maintaining effective relationships with NRL unions and negotiating labor agreements. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

NO-02:
You have completed a 4-year course of study leading to a bachelor's degree.
or
A combination of experience and education as described above that equates to one year of experience.

NO-03:
You have earned a Ph.D. or equivalent doctoral degree
or
You have completed 3 full years of progressively higher level graduate education leading to such a degree (Ph.D.).
or
You have earned an LL.M., if related.
or
A combination of experience and graduate education as described above that equates to one year of experience.
