This Supervisory Program Analyst position is assigned to PEO Soldier, Project Manager Soldier Survivability, Product Manager Air Warrior. PEO Soldier uses salary control points within the salary range to allow for differentiation in the level of positions within the same broadband. Salary range for this position is $127,073 to $172,496 per year including locality rate of 21.48%. Salary will be set for this position consistent with the qualifications and education of the selectee.

Duties

Serves as an expert analyst and/or advisor for Project Management (PM) management regarding assigned projects and programs. Serves as a senior analyst performing a wide variety of budget functions involving the formulation, justification, and/or execution of budgets that support overall operations or major substantive programs or projects in the PEO/PM. Establishes schedules for planning, coordination and accomplishment of work to facilitate the acquisition and/or work process. Initiates action to ensure that cost, schedule procedures and policies are current and implemented. Remains current with acquisition statutes and regulations to ensure that acquisition strategies and supporting documents conform to guidance specific to ACAT I, ACAT II, ACAT III and ACAT IV systems. Provides advice and assistance to the PMs regarding contracting strategies and business matters relating to contracts, planning and management activities that support assigned PM programs. Maintains interface with PMs in planning acquisition strategies and ensuring that supporting documents reflect the strategy.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Selectee must be able to obtain and maintain a Secret security clearance.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for advanced certification within 48 months of entrance on duty.
  • Must file a confidential Financial Disclosure Statement, OGE-450 upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
  • One-year probationary period may be required.
  • One-year Supervisory probationary period required.
  • Financial Management Level III certification may be required.
  • Must possess or be able to obtain an Official Passport with no restrictions.
  • This is a Critical Acquisition Position.
  • This position requires a 3-year tenure agreement. Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in this position for at least three years.

Leading a team by providing guidance and oversight on major projects to meet program deadlines and objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03/GS-13.
