You will serve as a LIBRARIAN (SYSTEMS) for the NAVAL ACADEMY.
Duties
You will lead programming for all aspects of the Library’s web/CMS environment by planning and leading the execution of design initiatives to include subject-oriented web pages and web-based access to systems.
You will serve as chair of the Library’s Web Team, which is a standing work group, and as chair you will lead the team in policy and procedure development as well as design initiatives.
You will evaluate and make recommendations for software and hardware for website maintenance/improvement, e.g., authoring tools, counters, statistical packages, and graphic image/photo editing software.
You will serve a liaison to USNA’s IT Services Division, and vendor’s technical support to resolve technical issues and explore improvements.
You will provide primary input for Library’s five-year IT needs as part of the USNA’s budget planning cycle to include standard equipment/software attaining post maturation status as well as unique items the library may request from the USNA.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying knowledge of authoring tools and software to maintain an academic or federal research Library webpage; 2) Utilizing IT skills to determine the functionally of hardware and utilization of software in an automated information environment; 3) Overseeing web integration for an academic or federal research Library's enterprise management system; and 4) Assisting in planning the life cycle of Library-use hardware and software.

Education
Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Have completed 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree.
OR
Have a total of at least 5 years of a combination of college-level education, training, and experience. My education, training, and experience established knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.

In lieu of meeting the minimum qualifications with specialized experience, applicants may qualify with the following education:
Have completed 3 full years of progressively higher level graduate education in library science.
OR
Have completed a Ph.D. or equivalent doctoral degree related to the position.
OR
A combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
