This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The Program Executive Office, Ground Combat Systems (PEO GCS) is responsible for providing world-class affordable, relevant and sustainable ground combat vehicles to Joint Warfighters.
Duties
Serves as Assistant Program Manager responsible for managing new systems through advanced development, production and fielding.
Exercises management control of all functional inputs to the program.
Develops and establishes the controls necessary to manage internal operations, matrix support and the support of other command and agencies.
Maintains a continuous up to date cognizance of all aspects of project(s).
Identifies problem areas and determines and directs action necessary to accomplish the project plan and objectives.
Oversees coordination between assigned program(s) and other systems.
Attends high level conference and meetings with representatives of DoD, DA, AMC and other commands and agencies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 25% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectee must meet position requirements for practitioner certification in (A) Program Management within 60 months as of entrance on duty.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. SPECIALIZED EXPERIENCE: In order to qualify for this position based on experience your resume must describe at least one year of specialized experience at the NH-02 level that includes : (1) managing new systems development, production or fielding; (2) coordinating system development, product improvement plans, or system modification; (3) planning and directing a systems acquisition program to ensure cost/schedule/performance goals are met; (4) evaluating the work of personnel from contractors and other supporting activities to approve, disapprove or modify data (i.e. reports, drawings, specification, configuration changes, etc.); (5) providing advice, and/or assistance to senior personnel on any products assigned (such as resources, budget revisions, project milestones, financial objectives, etc.).
The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 ( or GS-11 equivalent).
