About the Position: Medical Research Acquisition Activity is the contracting element of the Defense Health Agency Research and Development Activity (DHA R&D) and provides support to the Command headquarters and its worldwide network of laboratories. USAMRAA also supports Defense Health Agency-wide projects and numerous congressionally mandated programs.
Duties
Execute personnel security matters for the Agency, including establishing, implementing, coordinating, and maintaining a Personnel Security Program.
Prepare required security clearance actions and forms for military, civilian, and contract employees.
Reviews and approves DA Form 2875, System Authorization Access Request, for Agency personnel access to Army automation networks in accordance with AR 25-2, Information Assurance.
Plans, formulates, and coordinates all matters pertaining to the protection and security of personnel, property, and material against terrorists, criminals, and hostile intelligence element threats.
Establishes and implements a comprehensive OPSEC program involving the protection and safeguarding of sensitive and critical information related to the activity’s and supported organization's missions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Incumbent may be required to complete a two year probationary period.
- Temporary Duty (TDY) travel is less than 10%.

USAMRAA participates in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-03 pay band is equivalent to the GS-11, Step 01 through GS-12, Step 10. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this pay band, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the pay band will be accomplished through the pay for performance management system.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes (1) Developing physical security plans, policies, regulations, standard operating procedures, and reports; (2) Executing personnel security matters to include establishing, implementing, coordinating, and maintaining a Personnel Security Program; and (3) Planning and implementing anti-terrorism/force protection programs and physical security systems and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DJ-02/GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
