About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 7th Signal Command (Theater), 21st Signal Brigade, Security Division located at Fort Detrick, MD.

Duties

Serves as a Security Specialist Team Lead performing multi-functional (i.e., personnel, physical, and information) security disciplines to address unique security issues throughout 21st Theater Signal Brigade. Plans workload, sets and adjusts priorities, and prepares schedules to meet deadlines. Reviews and approves/disapproves requests for access to classified, and sensitive unclassified information. Responsible for monitoring, evaluating, and conducting the daily operation s of the command’s surety program. Conducts in- and out-processing of military, civilian, and contractor employees, initiating Nondisclosure Agreements, and conducting initial and termination security briefings. Evaluates existing security programs for adequacy and efficiency and makes recommendations for necessary changes.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation with eligibility for sensitive compartmented information (SCI).
  • May be required to be trained to open/close the SCIF.
  • May be required to work occasional shifts, holiday work, and compensatory /paid overtime as required.
  • May be required to work additional non-standard duty hours during crisis or to meet mission tasking.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience managing the Sensitive Compartmented Information (SCI) Program by applying Security practices and principles of Personnel Security, and Information Security; AND experience in the Personnel Reliability Program (PRP) that includes planning, conducting, and/or documenting PRP surveys/inspections. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). You will be evaluated on the basis of your level of competency in the following areas: Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
