This position is located within the Department of the Interior, Office of Surface Mining Reclamation and Enforcement, Information Resources Office in Washington D.C. or Lakewood, CO. The positions will support the Mission Support Branch. The incumbent is responsible for providing a wide range of complex assignments/projects relative to customer service support.

Duties

At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: Serve as a Senior Applications Developer and Technical Expert providing systems analysis, design, development, refinement, and implementation and maintenance of new or enhanced applications software, including testing, install, documentation and security for a wide range of OSMRE Headquarters and Region Offices. Plan and design systems architecture; and plan and design of applications architecture. Contribute to the development, execution and continuous improvement of web applications, including secure Internet, Intranet, and Extranet applications and sites. Specifies inputs and outputs, appropriate data structure, module interface plans, detailed layout of files, and plans. Design the physical structure of required databases considering such factors as access methods, frequency of access, storage media, data volatility, and search strategies for deployment. Gathers user requirements, participates in system acceptability testing and implementation; prepares testing and implementation plans; evaluates test results, and initiates corrective actions. Codes, test, debugs and documents the Application. Provide expert guidance, advice, delegation of assignment, and review to lower graded IT specialist in order to ensure maximum efficiency, and economy, of day-to-day execution to ensure effectiveness of operations.

Qualifications

Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series to which you are applying. Specialized Experience: To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: IT application software development to include: IT application design/testing/implementation/maintenance utilizing .NET platform technologies (i.e. ASP.NET, C#, VB.NET, etc.); SQL standards and administration; SQL configuration, monitoring and optimization; SQL stored procedures; WEB services, WEB based and databased applications development in an Internet Information Server (IIS) environment; maintenance/design/testing; SQL, Web services, web-based and database applications development in a multi-user Microsoft and/or Unix/Linus systems environment. Ability to write concise, readable, user-oriented documentation for software and/or hardware systems, and to write system maintenance documentation; and work effectively and cooperatively with computer and network users and IT staff. To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Serve as a lead/advisor to management and executive leadership on developing and implementing strategic plans in support of IT initiatives to include by not limited to data center migrations. Develop and maintain IT related projects/tasks for implementation of hardware, systems and software requirements, policies, guidelines, and practices. This includes but is not limited to initial design, system lifecycle management, change management, and configuration management. Provide briefings to senior leadership, and key enterprise stakeholders on IT project status and significant developments, including success metrics, stakeholder needs, and risks. Must meet all. You must meet all qualification and eligibility requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
