The Health Administrative Specialist on Duty (HOD) is a facility wide position that has both authority and responsibility to represent both the Medical Center Director and the Chief of Health Administration Service (HAS) on all administrative matters occurring when assigned to other than a normal tor of duty.

Duties

Major duties include are but is not limited to: Has full authority of the Chief of HAS for administrative activities occurring during irregular tours Interprets VA rules and regulations relating to determining legal entitlement to benefits relating to hospital admission, nursing home, dental, domicillary, Community Care (outside VA) and outpatient care Coordinates the resolution of medical, legal problems concerning the medical center Ensures the appropriate legal, regulatory and policy requirements are met Processes administrative issues surrounding beneficiary death, seriously ill cases, elopements, suicides, assaults, deaths on arrivals (DOAs), homicides, code blue, cost recovery matters, and facility or community disasters, etc. Determines the appropriateness of notifying the medical examiner of unusual deaths Provides administrative authority, guidance and decision making to the Medical Officer of the day (MOD), Nursing Officer of the Day (NOD) and other similarly named Nurses and medical positions in charge after hours Intervenes with problems regarding patient activity, directing and advising clinical staff of appropriate administrative action Initiates call back rosters, deployment of resources etc. until closure of the the incident or a designated Executive report to the facility of duty Assists in responding to emergencies, determines priorities and nature of action to be taken, authorizes services, supplies and personnel; notifies authorities as situation dictates Implements search plans for missing patients; informs next of kin of search status as appropriate Assists with computer issues during non-business hours Coordinates non-routine contacts received at the medical center after regular operating hours Responds to non-routine patient condition inquiries and other administrative inquiries Oversees the determination of applicant's eligibility, obtaining income and insurance information for appropriate nonservice-connected applicants Safeguards and ensures rights of patient Maintains good public and media relations as instructed and trained by the Public Affairs Officer During off tour hours has the authority to administratively approve and coordinate tests and procedures which cannot be done at the VA Medical Center Locates available resources and authorize VA payment of services at community hospitals or resolves in accordance with established sharing arrangements Has the authority to coordinate patient referrals and transfers to and from the medical center from VA and non-VA medical facilities, including the necessary transportation arrangements Prepares daily Gains and Losses Sheet and other related statistical reports Responds to request under the Beneficiary Travel authorities and VA Veterans Transportation Service Coordinates with VA Crisis Line and VISN or regional Nurse Advise Line Conducts analytical studies on operational processes, issue topics or related special projects as assigned Performs other duties as assigned Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 06/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. GS-07: For a GS-07 position you must have served 52 weeks at the GS-05. GS-09: For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-07: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Specialized experience include but is not limited to: Interprets rules and regulations relating to determine legal entitlement to benefits relating to hospital administration, nursing home, dental, domiciliary and community care, patient transfer and beneficiary travel; Maintains current bed inventory; process administrative issues surrounding beneficiary death, seriously ill cases, elopements, suicides, assaults, deaths on arrivals, homicides, code blue, cost recovery matters and facility or community disasters. Experience must be full documented in your resume to receive credit. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education - 18 semester hours is considered as satisfying the 1 year of full-time graduate study. Transcript required . OR, Superior Academic Achievement: For applicants who have completed (or expect to complete within 9 months) all the requirements for a bachelor's degree from an accredited college or university. S.A.A. is based on: (1) Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Transcript/documentation required OR (2) Grade-point average - Applicants must have a grade-point average of:a.3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or b.3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Transcript/documentation required OR (3) Honor society membership - Applicants can be considered eligible based on membership in one of the national scholastic honor societies. Transcript/documentation required ACWA test requirement: Applicants selected at the GS-07 level may be required to complete a Administrative Careers With America (ACWA) examination to further qualify for this position. The applicant selected at the GS-07 grade level will perform the duties outlined at the GS-09 position description but will operate under closer supervision and will not be expected to demonstrate the same level of subject matter mastery. GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Provides administrative authority, guidance, and decision making to Medical Officer of the Day (MOD), Nursing Officer of the Day (NOD), and other similarly named Nurse and Medical positions; locates available resources and authorize VA payment of services at community hospitals; Coordinates patient referrals and transfers to and from the medical center from VA and non-VA medical facilities; maintains current bed inventory; facilitates urgent transportation for Veterans as needed; Assists funeral homes and families in disposition of effects and patient's remains; informs clinical stakeholders of patient's death; provides explanation of death and burial benefits to family and next- of-kin. Experience must be full documented in your resume to receive credit. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education (beyond the first 60 hours) leading to such a degree or LL.B. or J.D., if related Transcript Required. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year (18 semester hours). Transcript required. Physical Requirements: The work requires much walking through the medical center with occasionally the requirement to lift objects such as suitcases, clothing or medical charts.
