About the Position:
This is a permanent position with Headquarters (HQs), US Army Corps of Engineers, Directorate of Contingency Operations located at the U.S. Government Accountability Office (GAO); 441 G. Street NW, Washington, D.C. 20314.
This position will be filled on a permanent basis. A recruitment or a relocation incentive may be authorized.
Duties
Manages the organization's Emergency Management Training and Exercise Program.
Provides guidance to the enterprise for training and exercise submissions and validates the submission before providing to the PL84-99 and NEPP Program Managers for funding.
Integrates USACE into National-level exercises (NLE) that involve multiple agencies and Emergency Support Functions (ESFs) articulated in the National Response Framework (NRF).
Serves as the organization's primary point of contact for external agencies on assigned training and exercises.
Interfaces with agencies and colleges/universities in developing potential studies into improving methods used in flood fighting and rehabilitation under Public Law (PL) 84-99, Flood Control and Coastal Emergencies(FEMA).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires you must be able to obtain and maintain a Top Secret clearance and is designated non-critical sensitive as defined in DoD 5200.2-R.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Tentatively selected applicants will be required to sign DA Form 5019, requiring participation in random drug urinalysis testing.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized Experience: Manages the accomplishment of the emergency management exercise program, exercise and scenario development, evaluation of the exercise, and conduct of after-action reviews to improve the processes. Conducts research related to various aspects of the organization-wide Emergency Management (EM) Program, to improve/optimize the methods used to handle response and recovery from both natural (e.g., hurricanes, floods, earthquakes, etc.) and man-made disasters, most notably terrorist events.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
