Duties

You will determine best practices for key work processes and standardization of work procedures to optimize efficiency and effectiveness. You will analyze procedures and processes for the effectiveness, efficiency and productivity of the programs or projects. You will brief management to provide programs status, updates or other business information. You will advise (e.g., problem investigation, analysis, and resolution) to assist with projects pertaining to design, installation, maintenance or repair.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card with travel and purchase authority.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: GS-10: At least one year of specialized experience equivalent to the GS-09 grade level or pay band in the federal service or equivalent experience in the private or public sector such as: 1. Incumbent is responsible for providing support to multiple customer's. Position requires knowledge of financial, business management, work induction and technical operations for facility work specific to Public Works operations. Incumbent is required to execute his/her duties in accordance with all Federal, DoD, NAVFAC, Foreign Country, and applicable laws, guidance, policies and procedures. 2. Must have working knowledge in managing multiple priorities and coordinating work across projects, programs or people, and ability to provide technical recommendations/solutions to complex problems, and anticipate and overcome obstacles to achieve a timely and positive outcome. 3. In representing the organization, establishes and maintains relationships with key individuals or groups; understands what motivates them. Persuades others; builds consensus through give and take; gains cooperation from others to obtain information, find solutions, and accomplish goals. 4. Conveys written information in a clear, concise, organized, and convincing manner for the intended audience, using correct English grammar, punctuation, and spelling. Expresses thoughts persuasively and uses effective modes to reinforce message retention. 5. Demonstrates ability to clearly and effectively articulate, present, and promote varied ideas and issues (to include sensitive or controversial topics) before a wide range of audiences. Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed. 6. Demonstrates skill in using job-relevant information systems and/or software applications, such as word processing, spreadsheets, automated research tools, database applications, and the Internet requirements. GS-09: At least one year of specialized experience equivalent to the GS-07 grade level or pay band in the federal service or equivalent experience in the private or public sector such as: 1) Communicating daily with customers and coordinating all maintenance services for assigned facilities; 2) Screening work requirements considering issues of safety, urgency, health, and security and recommending or initiating appropriate actions to maintain the facility and minimize life cycle costs; 3) Coordinating work between government forces and contractors to minimize delays that could result in excessive costs; and 4) Tracking estimates and expenditures for budget execution.
