Duties
Develops and issues training instructions, provides user assistance on systems applications, responds to user questions, and resolves problems.
Attends meetings and conferences on system integration and problem solving and maintains liaison with functional and technical personnel using existing systems.
Serves as a financial analyst performing a variety of assignments related to administering accounting and financial system operations.
Applies judgment to interpret and evaluate general guidelines and references for local application to specific problems.
Analyzes accounting and finance issues and proposes or modifies policy for organizations served.
The duties, described above, represent the major duties performed at the GS-12 level. The duties performed for developmental positions will be of limited scope and complexity to develop skills, proficiency, and work experience.

Qualifications
Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09 if applying at the GS-11 level) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
GS-11 Specialized Experience is defined as: Applying financial management to the design and development of financial or accounting systems; designing automated systems using appropriate principles, techniques, policies, and regulations; and providing technical advice regarding financial or accounting system operating problems.
GS-12 Specialized experience is defined as: Providing support for financial/accounting systems; applying and advising on financial system policies and procedures; performing extensive business process analysis through evaluation of financial systems, policies, procedures, and regulations; compiling financial management business processes from various sources to ensure their accuracy and efficiency as it pertains to financial legislation and operational policies and procedures surrounding automated financial systems.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement as follows:
To be considered for the GS-11, applicants must have served 52 weeks as a GS-09 or higher in the Federal service. To be considered for the GS-12, applicants must have served 52 weeks as a GS-11 or higher in the Federal service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
