The primary purpose is to perform a variety of conventional duties relating to a variety of fundamental
inventory management and operational program analysis.
This is a GG-07/09 position with development through to GG-11. The trainee will receive will receive formal/informal/on the job training and assignments will become progressively more difficult in nature, outlined in a formal training plan..
Duties
GG-07:
1.Performs developmental assignments.
2. Performs recurring assignments.
3. Participates in special initiatives, studies, and projects.
4. Prepares written correspondence and other documentation.
5. Assist with inventory control, equipment accountability and management.
GG-09
.1.Performs developmental assignments.

4. Assesses planned or scheduled material requirements and funds availability.
5. With limited assistance, performs inventory control, equipment accountability and management.
GG-11
1. Determines current and future supply requirements.
2. Determines distribution and positioning of equipment and/or key material equipment and/or key material among major supply stations, stock points, or COMSEC accounts.
3. Prepares recommendations and directives for the procurement of material.
4. Monitors planned or scheduled material requirements and funds availability.
5. Performs inventory control, equipment accountability and management.

This position is a developmental (GG-07 Target GG-11) position. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the GG-07. This position is covered by a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade.
GS-07 SPECIALIZED EXPERIENCE: Applicants must have have the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge (such as would be acquired through a pertinent baccalaureate education program or its equivalent in experience, training, or independent study) of basic principles, concepts, and methods of a professional or administrative occupation and skill in applying this knowledge in carrying our elementary assignments, operations, or procedures.

GS-9 SPECIALIZED EXPERIENCE: Applicants must have the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Quality of experience is experience that has equipped the applicant with the particular competencies, knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Examples of experience include working knowledge of supply regulations, policies, procedures, techniques, and methods; knowledge of data entry and processing of supply transactions in an automated supply system, word processing, databases, and automated spreadsheets; and knowledge of supply and communications software and programs. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

GS-11 SPECIALIZED EXPERIENCE: Applicants must have quality level experience which demonstrates the possession of the knowledge, skills, abilities and competencies necessary for successful job performance required for this position. Quality experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Specialized experience iis working Knowledge of commonly applies inventory management procedures, techniques and practices; working knowledge of established systems; Working Knowledge of a broad range of supply program relationships and interrelated processes. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

EDUCATION: Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of basic principles, concepts, and practices of inventory management.
2. Skill in applying basic principles, concepts, and practices of the occupation sufficient to perform entry-level assignments in the life cycle logistics occupation.
3. Skill in communicating factual and procedural information clearly, orally and in writing; and to clearly communicate in terms of oral and written briefings, reports as well as makes recommendation to Lead Item Managers.
4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.
5. Ability to plan and organize work, and consult effectively with co-workers.
6. Ability to assist with budgeting, procurement, and funding
Work Environment: Work is primarily performed in an office like setting involving everyday risks or discomforts, which require normal safety precautions typical of an office environment. The work area is adequately lighted, heated, and ventilated.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
