The Management & Program Analyst has primary responsibility as the Patient Centered Management Module (PCMM) Facility Coordinator for all Primary Care services with the VISN 23 HCS and Community Based Outpatient Clinics (CBOCs). The employee provides high-level operational oversight and management expertise of the PCMM Program and has responsibility to engage in developing, analyzing, evaluating, and advising on and/or improving the effectiveness of methods, procedures, and similar functions.

Promotion Potential: This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-9. At the GS-7 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-9. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.
Major duties include but are not limited to:
Management of PCMM software program.
Interpret and analyze a considerable amount of policy and guidelines in support of primary care systems.
Ensure the integrity and accuracy of the PCMM database.
Provide input to VISN and national program managers on process challenges, program issues, and other problems so they can be addressed and corrected/improved.
Compile regular primary care panel reports.
Assist operating officials in implementing improvement actions and plans.
Ensure accuracy of PCMM through analysis and evaluation to ensure compliance with VHA PCMM policies, guidelines, and business rules.
Identify areas for process improvement projects.
Develop, design, and complete reports related to PCMM Web and Primary Care.
Recommend performance criteria and standards for these programs based upon analyzed data.
Perform organizational and/or manpower unitization studies of the clerical and technical aspects of the Primary Care PACT clinics.
Perform other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 7:30am - 4:00pm

Qualifications
Minimum Qualifications: You may qualify based on your experience and/or education as described below:
GS-07
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience applying a wide range of methods used to gather, analyze, and evaluate information concerning management processes, draw conclusions, and recommend appropriate action; experience performing workload and program analysis; experience interpreting and analyzing policy and guidelines; and experience utilizing a variety of software programs to retrieve administrative and clinical data to prepare reports.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one full year of graduate education that demonstrates the knowledge, skills, and abilities necessary to do the work of this position
OR
Superior Academic Achievement: (SAA) at the baccalaureate level in the coursework detailed below is fully qualifying. Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following:
1. Rank in the upper one-third of your class in the college, university or major subdivision.
2. A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.
3. A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study.

GS-09
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying a wide range of methods to gather, analyze and/or evaluate management processes; performing data collection; providing recommendations for improving program effectiveness; creating and/or updating training programs; generating various reports from multiple automated systems; and applying policies, regulations and directives.
OR
Education: You may substitute education for the required experience. To qualify based on education for this grade level you must have a master's (or equivalent) degree or 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related. The education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
OR
Combination: You may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education that totals 100%. Only graduate level coursework beyond the first year (18 semester hours) is creditable toward the GS-09.

A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
