About the Position: As Chief of Environmental Engineering Branch, incumbent serves as the principal advisor to the Chief, Engineering Division on actions related to military and support for other environmental engineering programs of the Great Lakes and Ohio River Division and the civil works projects assigned to the Louisville District Through subordinate supervisors and/or team leaders, directs a staff of approximately 40 professionals, technical and administrative employees.

Duties

Advise higher authorities on actions related to Division's military and support for others environmental engineering programs to include Hazardous, Toxic, and Radiological Waste (HTRW) and the civil works projects assigned to Louisville District. Resolve unprecedented and controversial technical or policy matters that often involves other branches/offices. Provide authoritative recommendations on environmental programs, acts as point of contact and technical consultant to other branches and District offices. Oversee long range plans, objectives, and policies for environmental programs. Ensure that goals and objectives of branch are implemented in accordance with Engineering Division policy and procedures, and commitments to customers. Determine best approach or solution for adjusting expenditures due to income shortfalls and plans for long-range staffing needs, including contracting out, based on projected workload. Use Project Review Meetings and Project Delivery Board input and feedback as well as other tools to assure that performance of branch is timely, productive, and good quality. Evaluate performance and recommends awards for subordinate supervisors as well as approving awards for non-supervisory personnel.

In addition to meeting one of the Individual Occupational Requirements (IOR) above, you must also possess the required specialized experience below in order to qualify for this position. Specialized Experience for Supervisory Interdisciplinary GS-14: One year of specialized experience which includes experience serving as a technical expert in, and applying leadership to manage interdisciplinary teams performing, complex and comprehensive functions related to the administration, development and execution of an extensive environmental assessment, evaluation and remediation program. Must demonstrate high-level communication skills and experience providing opinions or expert advice to stakeholders and leadership on complex environmental concepts. Experience in keeping abreast of state-of-the-art technology and acquisition methods, and developing and organizing resources to meet complex environmental programs that include in-house investigation, assessment, design and construction oversight, and management of similar A-E services for both military and civil works projects.. Experience in leading teams and stakeholders with diverse backgrounds to accomplish project goals and timelines. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
