About the Position: Serves as Chief Operations Manager for the Louisville District Navigation Area Office, primarily responsible for infrastructure security, management of human resources, technical activities, program development and execution, safety, public relations, environmental & regulatory compliance, and fiscal accounting. The projects included provide 543 miles of Federal Navigation Channel on the Ohio River and 105 miles on the Green River.
Duties
Supervise and coordinate operation and maintenance of nine (9) navigation facilities along Ohio and Green Rivers, navigation support via sixteen lock chambers, eight gated control structures, one wicket and two fixed weir dams.
Management of hydropower relationships at four adjacent facilities, natural, cultural, and archeological resources at associated parks, and performance of administrative, clerical, and projects supply functions.
Supervises a large, diverse staff of over 160 personnel, to include engineering, administrative, skilled trades, procurement staff, and contractors in identifying, analyzing, and resolving operational and engineering issues.
Consults with supervisors and other key staff members to develop efficiencies, improvements, solutions to problems, resolution of operational and engineering issues, coordinate work efforts, and assure optimum mission accomplishment.
Utilizes an extensive background and expertise in natural resource related fields, and ability to integrate engineering requirements, to direct activities affecting the project.
Provides expertise and regional interface for design, construction, and rehabilitation of diverse range of projects including federal navigation channel dredging, locks, dams, levees, environmental restoration, and recreation facilities.
Directs preparation and approves multi-year long and short-range plans, specifications, and budget estimates, by a 5-year Operational Management Plan (OMP) and an annual operating plan and schedule.
Coordinates, through key professional engineering staff, concerning improvements or additions to existing project facilities, including the preparation of technical requirements, and contracts.
Conducts personnel administration by assigning work; recommending promotion or reassignment of subordinate employees and supervisors; recommending, making, or approving selections for subordinate supervisory and nonsupervisory positions
Assures that subordinate supervisors effectively carry out policies to achieve management objectives in such areas as labor-management relations and equal employment opportunity.

In addition to meeting the basic minimum education requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: experience in operation and maintenance of civil works facilities and projects; technical knowledge of issues that affect operation and maintenance of Great Lakes navigation and flood control projects such as floodwalls, levees, piers, breakwaters, harbors, channels, confined disposal facilities (CDFs), locks and dams, hydropower, and recreation; topographic and hydrographic surveying; and civil works budget development. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
