This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for certain personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. Duties

Monitor the use and rate of expenditure of budgeted funds through continuous dialogue with program officials and their staffs, review of written documents, and examination of accounting records. Develop and formulate a segment of the installation's budget request for the coming fiscal year. Write and edit statements justifying and supporting the funding requests of installation program managers to submit to higher headquarters. Prepare reports covering the status of funds, expenses, and obligations, as required by higher headquarters with the agency.

• This is a Financial Management Level 2 Certified position. Certification must be obtained within 24 months of employment.
• This position requires 5% TDY.

Qualifications

Current permanent Federal employees (to include permanent Army employees) applying for a term appointment will be appointed/converted into a term appointment with no statutory return rights back to a permanent position. Permanent Army employees who accept such time-limited appointment opportunities will be expected to sign a statement of understanding to acknowledge the associated impacts to their permanent status. Term Appointment - Position may be filled as a term appointment Not-To-Exceed (NTE) 2 years. Term appointments may be extended beyond six (6) years. With DoD approval, term appointments may be extended beyond eight (8) years. This position is obligated. An obligated position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, or return rights based on having served an overseas tour(s). Obligated positions may also cover employees who have been on extended leave without pay under certain circumstances. When a position is obligated to an employee it means that he/she has an entitlement to that position. During the obligation period, the position may be filled on a temporary or permanent basis. When an obligated position is filled, the selected employee is required to sign an agreement acknowledging that (s)he is aware of the obligation and accepts the fact that (s)he may be displaced under reduction in force procedures at a later time. Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. MINIMUM QUALIFICATIONSSpecialized Experience: One year of specialized experience which includes formulating budget estimates for programs and utilizing automated financial accounting systems for fund processing. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: any major field of study. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
