You will serve as a HUMAN RESOURCES SPECIALIST (RECRUITMENT & PLACEMENT/COMP) in the Business Operations Management Department , Human Resources Office of OCHR OPERATIONS CENTER.

Duties
You will strategize with hiring managers on hiring options for filling OCHR enterprise positions in accordance with regulations, guidance, policies, procedures, and the unique staffing needs of the organization.
You will collaborate with senior leadership to develop short- and long-range staffing plans to forecast recruitment numbers and types of positions necessary to meet mission requirements.
You will serve as a management consultant in designing and planning a current and future workforce that is responsive to dynamic changes in mission and/or business practices.
You will research and develop solutions to recruitment and retention problems using innovative methods and strategies to resolve problems of job turnover, long-term and short-term workforce planning, downsizing, etc.
You will conduct job analysis through review of position descriptions, classification and qualification standards, and discussions with hiring managers and subject matter experts to determine requirements applicants need to be determined qualified.
You will research and apply pay setting and compensation laws, regulations and policies to ensure complex compensation issues such as special salary rates, highest previous rate, changes between pay systems, and incentives are calculated correctly.
Ensures recruitment activity is conducted in compliance with all priority placement or mandatory consideration programs such as the PPP, ICTAP, RPA, Reasonable Accommodation, Priority Consideration List, etc.
You will assess and make recommendations on proposed regulatory changes, designs and execute implementation strategies of new policies, including development and participation in communication and briefing plans.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assisting with recruitment and staffing services to include, drafting vacancy announcements, evaluating applicant qualifications; assisting in determining eligibility of applicants and positions for particular hiring authorities in order to perform staffing and placement duties.
GS-05: Your resume must demonstrate at least three (3) years of general experience that includes one (1) year of experience at or equivalent to the next lower grade level GS-04 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Utilizing automated personnel systems while assisting with reviewing applicant qualifications and providing recruitment and staffing support services.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-05:
Successful completion 4-year course of study leading to a bachelor's degree
OR
A combination of experience and education as described above that equates to one year of experience
GS-07:
Successfully completed one full year of graduate level education
OR
Successfully completed a Bachelor's degree with superior academic achievement (see below for clarification text).
OR
A combination of experience and education as described above that equates to one year of experience.
SUPERIOR ACADEMIC ACHIEVEMENT (SAA): Superior Academic Achievement is based on: (1) class standing; (2) grade-point average, or (3) honor society membership. 1. Class standing - applicants must be in the upper third of graduating class in the college or university attending based on courses completed. 2. Grade-point average (G.P.A) - applicants must have a grade-point average of: a. 2.95 or higher out of a possible 4.0 ("B" or better) as recorded on official transcript or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of my curriculum, or b. Based on grade-point average of 3.45 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum. 3. Election to membership in a national scholastic honor society as listed by the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision.
