This is a Budget Analyst position within the VISN 12 Great Lakes Finance Service (GLFS) located at the North Chicago VA Medical Center. The incumbent uses knowledge of a wide range of principles, procedures and methods in analyzing the VAMC North Chicago budgetary conditions. This is an entry level developmental position progressing to the intermediate level GS-09, then to the full performance position of Budget Analyst, GS-560-11

Duties

The duties are substantially identical to those reflected in the PD at the target level. Work assignments are designed to introduce the incumbent to the full range of duties and responsibilities required at the full performance level. As experience and knowledge in the position are gained and competency is demonstrated, the incumbent is relied upon to make more independent judgments and decisions. DUTIES INCLUDE: Duties depends on the grade level position hired for. GS-7: Knowledge of, and skill in applying: The Federal Health Care Center (FHCC) missions, functions, goals, objectives, work processes and sources of funding; commonly used budget and / or finance practices, procedures, regulations, precedents, policies and guides that specifically pertain to the work assigned; and as required sources of factual data about the operating budget and / or finance matters relevant to the assigned tasks. The incumbent relates this knowledge to the needs of the serviced organizations; and works independently on routine or continuing assignments. Many more duties to include complexity, scope, and guidelines of the position. GS-9 Knowledge can be expected to be learned in terms of agency and departmental policies and procedures. Familiarity with Veteran Administration and the Department of Defense data bases and specific programs can be expected to be learned during reoccurring work and experiences. Knowledge of how to extract data and making contacts for information is also something that can be acquired on the job. Many more duties to include complexity, scope and guidelines of the position. GS-11 The incumbent primary responsibility is to provide budget support for the increasing complexity of the budget process related to the integration of the VA/Navy into a Federal health Care Center (FHCC). In this capacity, the incumbent serves as the secondary Budget Analyst for the North Chicago VAMC. The incumbent, under the direction of the North Chicago AFO or designee, will assist the primary budget analyst. This assistance will include monitoring the execution of a budget for annual and multi-year appropriations in support of medical care, research, general post fund, CWT dollars and non-appropriated revenue administered by the Department of Veterans Affairs and the execution of budget through which national programs are funded. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/10/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-7 Requirements: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience working with Microsoft products such as Excel, Access, and Word. Experience working with electronic databases. Experience producing an interpreting reports. Experience identifying and resolving issues or problems regarding data. Experience auditing and analyzing financial data and reports. Performing budget administration duties, preparing budget estimates, or preparing/analyzing budget plans and programs. Analyze problems to identify significant factors, gather pertinent data, and recognize solutions.. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education, OR superior academic achievement. (TRANSCRIPTS REQUIRED) OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education to qualify for GS-7 level (TRANSCRIPTS REQUIRED). GS-9 Requirements: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience working with Microsoft products such as Excel, Access, and Word. Experience working with electronic databases, interpreting data & reports. Experience identifying and resolving issues or problems regarding data, auditing and analyzing financial data and reports. Experience performing routine budget administration functions .Experience assisting in formulating, justifying, and executing budgets for a program or function area. Experience monitoring and tracking obligations and expenditures for assigned program and support functions throughout the execution phase of the annual operating budget. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent degree, OR 2 full years of progressively higher level graduate education leading to Master's Degree or a Master's or equivalent graduate degree OR LL.B. or J.D., if related.(TRANSCRIPTS REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education to qualify for GS-9 level (TRANSCRIPTS REQUIRED). GS-11 Requirements: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with VISTA and the Decision Support System (DSS) software & VA accounting systems. Experience executing and interpreting routine and highly complex reports from databases. Developing recommendations for budgetary adjustments to support changes in program operations and/or funding. Experience conducting cost-benefit analysis for budget and program actions. Experience formulating, justifying, and executing budgets for a program or functional area. Experience coordinating responses and providing clarifications that respond to organization for budget related questions and/or inquiries. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 full years of progressively higher level graduate education leading to a PhD or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree, OR LL.M, if related. You must have an combination of specialized experience and education to qualify for GS-11 level (TRANSCRIPTS REQUIRED). Physical Requirements: The work is primarily sedentary. Some walking and standing may occur in the course of a normal workday in connection with travel to and from meetings and conferences.
