Duties

The primary purpose of this position is: To serve as a Major Command (MAJCOM) headquarters-level senior air operations planning specialist; applying Air Force aviator experience, to plan, direct, organize and determine necessary policies, regulations, directives, instructions, programs, projects, doctrine, methods and procedures of assigned aircrew, weapons and training systems, and plans and programs to ensure maximum combat readiness of Air Force special operations and combat search and rescue forces. Applying Air Force special operations military aviator experience, serves as a senior command technical expert and focal point for special operations force management and training, policies and plans, at squadron through MAJCOM levels. Leads or participates as a command special operations technical expert in interagency groups to resolve problems regarding aircrew undergraduate and graduate level formal training unit training feasibility issues. As a MAJCOM special operations project officer, applies a high degree of insight to isolate, identify, and define critical challenges to effective long-range air operational manpower strategy concepts and plans. Directs, plans, and organizes team study work to perform command functional area review of all MAJCOM operations for peacetime and wartime conditions to ensure proper aircrew manning and aircrew mission qualification levels are available for the planning and execution of command operations.

  • Work occasionally requires travel away from the normal duty station. Individual may be required to work extended hours, overtime, holidays, rotating shifts, and weekends when supporting an exercise or real world contingency.

Qualifications

(Con.) This is a Term position NTE __366 DAY FROM EOD___; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge and skill in applying analytical and evaluative methods and techniques to command level issues or studies concerning the efficiency and effectiveness of military operations, training, and program management in such areas as war, mobilization, deployment, exercise, command and control, special operations, rescue, or similar operations; comprehensive knowledge of the various command entities involved in overall planning and execution of operations and evaluations and the ability to convey advanced concepts and technical procedures; expert knowledge of workings, characteristics, and composition of agency special operations weapons systems and relationships to other weapons systems and concomitant military operations, strategies, tactics and associated logistics. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: In-depth knowledge of the application of AF military Special Operations Forces (SOF) rated aviator (e.g., pilot, navigator), aircrew, or extensive military operations planning experience as it applies to assigned programs, operations, weapon systems, and personnel readiness in support of major military operations such as war, mobilization, deployment, exercise, ISR, Special Operations, command and control, rescue, or similar operations. In-depth knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluation of the same. Ability to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as mission and flight operations, military exercise, special operations and related administrative programs such as PPBS, acquisition, and workforce development and training. Ability to plan and conduct comprehensive studies; and prepare solutions to especially broad, important, and severe military operational and contingency areas. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Skill to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships. Skill to access or locate information through the use of a personal computer and software programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
