Duties
This is a Supervisory Management and Program Analyst, serving as the National Industrial Enterprise (NIE) Compliance Branch Chief, located in Norfolk, VA. Serves as a Program and Management Analyst for new and established projects, programs and systems. Takes appropriate action in planning and executing work required to accomplish the objectives. Uses originality in developing and establishing guidance for carrying out program functions and effects. Manages the strategic priorities and assists in action plan development, targeting improvements in both effectiveness and efficiency of priorities and objectives. Provides extensive knowledge and expertise to direct, administer, implement, manage, analyze, and execute the assessment activity. Assists in the formulation of policy and procedures governing the establishment of action plans and measures for assessing performance. Conducts planning of conferences, meetings, and negotiations concerning action plan issues. Responsible for developing, reviewing, analyzing, standardizing and evaluating managerial policies and procedures related to programs/systems. Assignments include responsibility for maintenance, development, monitoring of major/complex programs/systems or subsystems.
Qualifications
For the GS-13: Applicant must have at least one year of specialized experience equivalent to at least the GS-12 level in the Federal service performing of a wide range of qualitative and/or quantitative methods to assess and improve program effectiveness, improve complex processes and systems, and to plan, organize, and direct team study work and to negotiate effectively; and/or work that required a general knowledge of acquisition, logistics, engineering, and repair; policy development;, etc. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
