Positions located in DOL, Bureau of Labor Statistics (BLS), Office of Technology and Survey Processing (OTSP) provide IT support to all aspects of BLS data development initiatives. BLS measures labor market activity, working conditions, price changes, and productivity in the U.S. economy to support public and private decision making.

Duties

The BLS headquarters is currently located in Washington, D.C. but is in the process of relocating within the National Capital Area to the Suitland Federal Center in Suitland, Maryland. If selected for this position, your assigned duty station will be Washington, D.C with the option to telework from an approved telework site within the locality pay area of Washington, D.C./Baltimore/Arlington while future headquarters is being built. Upon completion of the new headquarters offices in Suitland, MD, you will be required to report onsite to the Suitland Federal Center for some portion of each pay period after receiving notification to do so. This position is located in OTSP, Division of Enterprise Web Systems (DEWS). DEWS operates, maintains, designs, and develops BLS internet data dissemination facility (LABSTAT), internet data collection facility (IDCF), and central intranet facility (BLS Central).To fulfill DEWS mission, the ITSPEC (Internet) incumbent will be responsible for the following in support of the operation and maintenance of production systems: supporting and troubleshooting various technical aspects of the production environment, including Linux/Unix command line operations, Perl scripting, web-based applications, and Oracle databases; performing industry-standard testing to include contributing to system enhancements; documenting technical requirements and non-technical procedures; performing configuration management processes with tools such as Redmine, Gitlab, or JIRA; utilizing cloud-based applications and APIs; and, collaborating with cross-functional teams on SharePoint and Microsoft Teams.

  • Must be at least 16 years old.
  • Requires a probationary period if the requirement has not been met.
  • Candidate required to obtain the necessary security/investigation level.
  • Candidate required to perform work both on and off site, on call, and during off hours to include working overtime on evenings, weekends, holidays, and on an emergency basis.

Qualifications

Candidates must demonstrate proof of meeting the Minimum Qualifications, that is, both the Experience and the Specialized Experience listed below. Minimum Qualifications Experience IT-related experience; experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Experience must have demonstrated each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. An experience indicator at this level includes planning, prioritizing, and organizing requirements that impact the work and outcomes of a work unit. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. An experience indicator at this level includes in-depth technical customer support such resolving non-routine problems, questions, or complaints; following-up on customer inquiries and requests for assistance to resolve problems about products or services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. An experience indicator at this level includes orally presenting technical information in an effective, professional, and understandable manner in formal settings; engaging in discussions and sharing of information with co-workers or team members. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. An experience indicator at this level includes gathering and analyzing facts, drawing conclusions, and developing recommendations/identifying alternatives to solve difficult problems such as utilizing various sources to conduct research to determine proper alternatives and providing recommendations to resolve issues that impact the work and outcomes of a work unit. AND Specialized Experience Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, i.e. GS-11, in the Federal Service. Specialized experience is defined as both of the following: Demonstrated experience supporting front-end web development. An example of an experience indicator at this level may include working with web technologies HTML and/or JavaScript. Demonstrated experience using scripting and/or programming languages to automate tasks. Examples of experience indicators at this level include executing shell scripts for system administration tasks; executing Perl scripts to automate routine processes; or, executing automated test scripts with Ruby or Python.

Education may not be substituted for experience at this level.
