This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.
This position is classified in the Professional Work Category at the Entry/Developmental Work Level within the CES Occupational Structure. It is located in the DISA EII/JT INTEROPERABILITY TEST CMD.
Duties
Performing cost analysis; financial and contract program planning; budgets and program costs analysis. Interacting with employees from other elements of DISA operations pertaining to these matters.
Planning and coordinating the execution of purchase orders for equipment, supplies, and services for administrative purposes and ensuring effective and efficient use of funds.
Executing the operations portion of the government purchase card system.
Advising on the effectiveness of program administration; reporting status of payments or purchases in suspense; recording and reporting problems; and recommending improvements.
Participating in acquisition activities needed to improve the program’s environment.
Requirements

Qualifications
This announcement will be used to fill positions with an entry grade of GG-09, or GG-11 with a target grade of GG-12.
The minimum salary for grade GG-09 is $61,044, the maximum salary is $79,357.00.
The minimum salary for grade GG-11 is $73,858.00, the maximum salary is $96,012.00.
The minimum salary for grade GG-12 is $88,525.00, the maximum salary is $115,079.00.

Qualifying Experience:
To qualify at the GG-09, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
At the entry level GG-09 position, you will receive instruction, guidance, training and supervision designed to provide the knowledge and skills necessary for development and progression to the level GG-11 and GG-12 positions. Qualifying experience for the GG-09 position is defined as assisting with coordinating and executing purchase orders for equipment, supplies, and services; and assisting with administrative tasks. Assist in the research of cost analysis and contract planning. Finished work is reviewed for accuracy, quality, and compliance with more complex instructions and guidelines.
Qualifying Experience:
To qualify at the GG-11, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
At the interim level GG-11, qualifying experience is defined as assisting in the coordination and execution of purchase orders for equipment, supplies, and services; assist with administrative tasks such as credit card billing. Assist with management of cost analysis; budget formulation; and contract executions. Work completed is under supervisory review. Finished work is reviewed for accuracy, quality, and compliance with more complex instructions and guidelines.
Qualifying Experience:
To qualify at the GG-12, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
At the full performance GG-12 level, qualifying experience is defined as coordinating and executing purchase orders for equipment, supplies, and services; overseeing the completion of administrative tasks such as credit card billing; space management; and project management. Manage cost analysis; financial and contract program planning; budget formulation and analysis; and contract executions.
Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.
Education
GG-9 Substitution of Education for Experience: Two full years of progressively higher-level graduate education, master's or equivalent graduate degree, may be substituted to meet the qualifying experience requirement.

GG-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the qualifying experience requirement. .

There is no substitution of education for the qualifying experienceat the GG-12 grade level.
