The Financial Accounting Technician position is located at the Fargo VA Health Care System in the finance department. The incumbent supports all aspects of employee compensation and travel to Veterans Health Administration employees within the Health Care Systems.
Duties
Duties include, but are not limited to:
Record financial data in an automated system.
Conduct training on regulations, policies and applicable software application/system.
Create training modules to encompass system enhancements, new policies and regulations.
Identify issues and creates a corrective action plan.
Analyze and compares data between multiple systems.
Provide customer service on the phone and via email.
Conduct audits ensuring adherence to regulations and policy.
Develop corrective actions to resolve issues identified during audits.
Generate reports and reviews results.
Examine documentation for completeness and accuracy.
Perform other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/04/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05.For a GS-07 position you must have served 52 weeks at the GS-06.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify for GS-05 based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying specific rules, regulations, or procedures to perform a full range of related payroll, accounting, budget, and/or computing cost of travel allowances; completing standard clerical transactions in the functional area by reviewing documents for missing information, searching records and files; verifying and maintaining records of transactions; and answering routine procedural questions. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years of education above high school. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school (TRANSCRIPTS REQUIRED). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and successfully completed post-high school education and experience may be used to meet total experience requirements at the GS-5 grade level. Only education beyond beyond the first two years or 60 semesters hours will be considered (TRANSCRIPTS REQUIRED).
You may qualify for GS-6 based on your experience as described below:
Specialized Experience GS-06: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing various accounting functions in relation to finance, timekeeping, auditing transactions and travel, entering data into a computerized system. Conducting audits, and providing customer service regarding pay issues.
You may qualify for GS-7 based on your experience as described below:
Specialized Experience GS-07: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Reconcile various types of pay and leave transactions. Apply conventional practices to treat a variety of problems in accounting, budget, or financial management transactions. Conduct pay and leave audits. Manage the accurate and timely recording of employee time in a payroll system.
