The Financial Accounting Technician position is located at the Fargo VA Health Care System in the finance department. The incumbent supports all aspects of employee compensation and travel to Veterans Health Administration employees within the Health Care Systems.
Duties
Duties include, but are not limited to:
Conduct audits ensuring adherence to regulations and policy.
Develop corrective actions to resolve issues identified during audits.
Generate reports and reviews results.
Examine documentation for completeness and accuracy.
Record financial data in an automated system.
Conduct training on regulations, policies and applicable software application/system.
Create training modules to encompass system enhancements, new policies and regulations.
Identify issues and creates a corrective action plan.
Analyze and compares data between multiple systems.
Provide customer service on the phone and via email.
Perform other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/12/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience GS-06: Applicants must possess at least one (1) year of specialized experience that equipped them with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-5 level in the Federal service. Examples of specialized experience would typically include, but are not limited to: performing accounting functions in relation to finance, timekeeping, auditing transactions and travel to include determining necessary accounting transactions, entering data into a computerized system. Knowledge of pay regulations, conducting audits, providing customer service regarding pay issues.
Specialized Experience GS-07: Applicants must possess at least one (1) year of specialized experience that equipped them with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. Examples of specialized experience would typically include, but are not limited to: knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable specialized experience, it must have been equivalent to the GS-06 grade level (or equivalent) and includes but is not limited to: knowledge of a body of accounting, budget, or other financial management regulations, practices, procedures, and policies related to the specific financial management functions. This includes knowledge of various accounting, budget, or other financial regulations, laws, and requirements (e.g., related fiscal regulations and applicable schedules, pay and leave rules, administrative rules associated with recording and tracking budgetary transactions, tax laws, entitlement rules, documentation requirements, schedules, deductions, etc.) to ensure compliance and recommend action
