These positions are located in the Finance Department of the VA Medical Center in Fargo, ND.
Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-07. At the GS-05 and GS-06 grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-07. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. Promotion is not guaranteed, and no promise of promotion is implied.
Provides accurate and timely compensation for Veterans Health Administration employees;
Investigates employee compensation related errors or anomalies through analysis of automated systems to correct issues identified through customer service requests or internal audit discovery;
Reviews and reconciles various types of pay and leave transactions;
Compares data between multiple systems to identify anomalies and devise solutions;
Provides analysis support to the accounting division to resolve compensation transaction issues in the accounting system of record;
Develops debt waiver packages for CFO approval and routing;
Manages the accurate and timely recording of employee time in the VATAS System;
Conducts initial and refresher classroom training on posting and certification of time and attendance;
Creates training modules to encompass the time and attendance system;
Assists timekeepers, supervisors, and employees in implementation of new policies and regulations;
Audits timekeeper timecard records for appropriate posting;
Researches, interprets, and applies regulations, requirements, and procedures;
Develops and provides training materials and/or handouts on changes in regulations, the automated pay systems, or an identified need;
Conducts CFO directed audits of other employee compensation analyst system inputs in accordance with government regulations and for training received;
Conducts pay and leave audits when requested by employees or directed by Veterans Administration Financial Services Center (FSC) Alerts and develops corrective actions;
Provides cost estimates, formulates the most convenient and economical travel arrangements, prepares itinerary, purchases airline tickets, and issues travel authorizations;
Analyzes documents from administrative and clinical departments for proper authorization and adherence to regulations, fund control point (FCP), cost center, budget object class (BOC), and appropriation;
Analyzes vouchers, invoices, claims, and other requests or payment for goods and services;
Researches vendor payment history, pending or completed obligation documents, and ordering records or receiving reports;
Reviews, edits, and consolidates annual budget estimates;
Identifies and analyzes trends in the receipt, obligation, or expenditure of funds to help ensure that objectives of the annual financial plan are being met on a timely basis and that funds are available and being properly and effectively used to support program objectives;
Perform related duties as required.
Work Schedule: Monday through Friday, 8:00am - 4:30pm.

Qualifications
MINIMUM QUALIFICATIONS GS-05: One year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position, and that is typically in or related to the position. To be creditable, specialized experience must have been equivalent to at least the GS-04 grade level in Federal service. Specialized experience includes: coordinating administrative tasks and activities; and entering data into a computerized system. This experience must be detailed in your resume to receive credit. ~OR~
A bachelor's degree or four years of successfully completed education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college, or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. An equivalent combination of specialized experience and post high school education that demonstrates your ability to perform the duties of this position. For the GS-05, only education beyond the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement Your experience must be detailed in your resume and transcripts required.
