You will serve as a PROPERTY MANAGMENT DEPUTY in the PROPERTY MANAGEMENT DIVISION, CORPORATE OPERATIONS DEPARTMENT of NAVAL SURFACE WARFARE CENTER, located in Port Hueneme, CA.

Duties

You will serve as the Property Management Division Deputy for Naval Surface Warfare Center Port Hueneme Division (NSWC Port Hueneme). You will assist in providing leadership for all property management functions to include policy and regulations, financial and physical accountability, and training and education of Division personnel. You will coordinate the efforts of the branch managers and provide sound technical advice and guidance in the areas of procurement, managerial accounting, management analysis, internal control systems, and property management. You will conduct planning and analyses to develop strategies and workloads to ensure both internal and external customer satisfaction. You will represent NSWC PHD at a variety of meetings, conferences, or NAVSEA task teams to provide input for new/improved Command-wide policies and procedures. You will assist the division manager to ensure overall effectiveness, efficiency, and productivity along with the development/implementation of Division policies/procedures for the Command. You will generate and/or review metrics and reports to ensure proper transactions are being executed in a timely manner within Navy Enterprise Resource Planning (N-ERP) to ensure accountability is maintained. You will assist with the Division business plan, hiring plan, personnel actions, conflict resolution, contracts, facilities planning, quality, training and indirect budget planning.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading or coordinating the implementation, management and tracking of a Government Furnished Property program to adhere to policy and legal requirements.
