You will serve as a Supervisory Administrative/Technical Specialist in the Operating and Material Supply Property Management of Naval Sea System Command (NAVSEA) Logistics Center (NSLC) Keyport, Division Naval Undersea Warfare Center, Mechanicsburg, PA (NAVSEALOGCENKYPTDIVNUWC MECH PA) in Port Hueneme, CA.
This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12.
Duties
You will assist senior level employees and supervisors to initiate, develop, schedule, implement, and monitor options to solve problems in materials management.
You will manage inventory through Navy Enterprise Resource Planning (N-ERP) to ensure production operation requirements are met.
You will recommends ways to resolve material support programs.
You will perform audits on Supply Chain Management (SCM) functions; coordinating and tracking actions required as a result of internal/external audits.
You will compile, analyze, and evaluate various supply operational statistics, including performance metrics per the Statement of Work.
You will utilize automated and manual material management system methods for tracking movement; assuring stowage and warehouse design/layout to meet specific material requirements.
You will operates vehicles and Material Handling Equipment (MHE) to transport, load, or move material.
You will perform routine supervisory duties such as hiring, disciplinary actions, performance management, time keeping, leave approval etc.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 pay band (GS-9/10 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing and evaluating implementation of property management functions to ensure optimization for an operating materials and supplies warehouse.
Examples of Qualifying Experience may include performing warehouse management/administrative functions; conducting daily warehouse inventory management operations; establishing warehouse management methods, procedures, and business practices to organize and locate material; assuring and reporting on visibility and accountability of assets and compliance with governing policy; Manage the execution of assigned functions and taskings; Provide technical guidance in the application of supply management policies and operational guidance regarding methods, procedures. Be familiar with SAP based Warehouse Management systems similar to Navy Enterprise Resource Planning (Navy-ERP) Warehouse Management (WM).

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
A Ph.D. or equivalent doctoral degree;
OR
Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree;
OR
An LL.M. degree in a field directly related to the position being filled.
