This position is located in the Bureau of Overseas Buildings Operations, Operations Directorate, Office of Fire Protection, Fire Protection Analysis and Field Engineering Division (OBO/OPS/FIRE/FPA). FIRE provides fire safety installation and automatic fire suppression and detection system maintenance and fire protection engineering services for Department of State (DOS) facilities worldwide.
Duties
Review and evaluate training for effectiveness and integration into Division, Office, and Bureau strategic goals.
Conducts fire and life safety training programs both domestic and foreign for the maximum number of mission personnel possible, including Locally Employed Staff.
Plan, organize, administer, oversee, and evaluate an emergency preparedness and disaster response program involving diverse structures and various fire protection responsibilities.
Formulate policies and procedures for the administration and technical oversight of the Bureau's emergency preparedness/disaster response program for overseas incidents.
Identify deficiencies, perform analysis, and develop recommendations assisting posts with correction of existing hazardous conditions or deficiencies.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
- Medical clearance is required.
Qualifications
Applicants applying for the GS-14 grade level must meet the following requirements:
Have 1 year of specialized experience equivalent to at least the GS-13 level in the Federal service, which demonstrates the knowledge, skills and ability to successfully perform the duties of the position. Such duties may included
(1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade;
(2) rescue operations;
(3) detection, reduction, or elimination of potential fire hazards;
(4) operation of fire communications equipment;
(5) controlling hazardous materials incidents and/or
(6) developing, implementing, or providing training in fire protection and prevention.
Qualifying specialized experience must demonstrate the following:
Experience evaluating operational procedures against existing and planned construction projects; AND
Experience creating and presenting training materials on fire and life safety; AND
Experience utilizing current technology and innovation in fire protection.
There is no substitute of education for specialized experience for the GS-14 position.

The Selective Placement factor: Applicants must possess all certifications: Fire Inspector III; Fire Instructor III; Fire Officer III; and Hazardous Materials Awareness in accordance with current National Fire Protection Association (NFPA) Standards.
PHYSICAL REQUIREMENT: This position requires employees to travel to AND perform their work duties at all Department of State posts worldwide. The employee in this position MUST maintain a medical clearance for unlimited assignments worldwide by the Department of State's Office of Medical Services (M/MED).
