The position is located in the Fire Protection Analysis Division, Office of Fire Protection, Operations Directorate, Bureau of Overseas Building Operations (OBO/OPS/FIRE/FPA). FPA manages the field analysis and fire investigation program for all overseas missions. As Division Chief, you will determine the proper conduct of fire safety evaluations, application of fire protection systems and safety standards, and the content of Fire and Life Safety Evaluation Reports.

Duties

Serves as a nationally recognized expert in the fire protection systems that illustrate United States state-of-the-art features and controls while dealing with the realities of each host country’s environmental problems. Develops and updates the Departmental policies and regulations dealing with fire protection/prevention systems and fire safety programs. Conceives and initiates broad international fire safety and hazardous material control programs for overseas embassy and consular facilities of the United States Government (USG). Initiates program designed for the international location of specific posts, giving particular attention to climatic conditions, geophysical risks, and the standards of local emergency and protective services.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants applying for the GS-15 grade level must meet the following requirements: Have 1 year of specialized experience equivalent to at least the GS-14 level in the Federal service, which demonstrates the knowledge, skills and ability to successfully perform the duties of the position. Such duties may included (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents and/or (6) developing, implementing, or providing training in fire protection and prevention. Qualifying specialized experience must demonstrate the following: Experience managing multiple Fire Programs such as fire protection, fire prevention and fire life/safety programs as it pertains to budget, policy and regulation oversight; Experience in the execution of fire risk management methods and/or plans for an international fire/life safety program; Experience in conducting assessments of a systematic and periodic fire/life safety evaluation program for overseas facilities; Experience in conducting disaster response activities for overseas facilities; Experience in conducting fire investigations to determine the origin and cause of the fire. There is no substitute of education for specialized experience for the GS-15 position. SELECTIVE PLACEMENT FACTOR: Note: This position has a Selective Placement Factor (SPF). The SPF is applied in addition to minimum qualifications. Applicants who do not meet the criteria for the SPF are ineligible for further consideration. To meet the Selective Placement Factor requirements, applicants must possess all certifications listed below: Fire Inspector III; Fire Instructor III; Fire Officer IV; and Hazardous Materials Awareness. All certifications must be uploaded at the time of application and must be in accordance with current National Fire Protection Association (NFPA) Standards. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through.
