The position is located in the Bureau of Overseas Buildings Operations, Operations Directorate, Office of Fire Protection (OBO/OPS/FIRE). The Office of Fire Protection is responsible for the development and management of the Department’s fire protection program abroad by providing fire and life safety analysis of real property; installation and maintenance of automatic fire detection and fire suppression systems; training in fire safety, fire systems, and fire as a weapon.
Duties
Serves as a nationally recognized expert in the fire protection systems that illustrate United States state-of-the-art features and controls while dealing with the realities of each host country’s environmental problems.
Develops and updates the Departmental policies and regulations dealing with fire protection/prevention systems and fire safety programs.
Conceives and initiates broad international fire safety and hazardous material control programs for overseas embassy and consular facilities of the United States Government (USG).
Initiates program designed for the international location of specific posts, giving particular attention to climatic conditions, geophysical risks, and the standards of local emergency and protective services.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-15 grade level must meet the following requirements:
Have 1 year of specialized experience equivalent to at least the GS-14 level in the Federal service, which demonstrates the knowledge, skills and ability to successfully perform the duties of the position. Such duties may included
(1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade;
(2) rescue operations;
(3) detection, reduction, or elimination of potential fire hazards;
(4) operation of fire communications equipment;
(5) controlling hazardous materials incidents and/or
(6) developing, implementing, or providing training in fire protection and prevention.
Qualifying specialized experience must demonstrate the following:
Experience in developing and updating departmental policies and regulations with fire protection/prevention systems and fire safety programs.
Experience overseeing the systematic and periodic fire safety evaluation of overseas facilities.
Experience implementing and directing an international program to analyze risk assessment results in order to sets risk management priorities.
There is no substitute of education for specialized experience for the GS-15 position.
PHYSICAL REQUIREMENT: This position requires employees to travel to AND perform their work duties at all Department of State posts worldwide. The employee in this position MUST maintain a medical clearance for unlimited assignments worldwide by the Department of State's Office of Medical Services (M/MED).
CERTIFICATION REQUIREMENT: Applicants must possess Certification as a Fire Inspector II in accordance with current National Fire Protection Association (NFPA) Standards OR have an associate degree in fire science technology.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
Ability to assign, review, and supervise the work of others;
Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
Ability to adjust to change, work pressures, or difficult situations without undue stress;
Willingness to consider new ideas or divergent points of view; and
