This position is located in the Bureau of Overseas Buildings Operations, Operations Directorate, Office of Fire Protection, Fire Protection Analysis and Field Engineering Division (OBO/OPS/FIRE/FPA). FIRE provides safety installation and automatic fire suppression and detection system maintenance and fire protection engineering services for Department of State (DOS) facilities worldwide.
Duties
Serves as a senior Fire Protection Specialist and key participant in implementing criteria, policies, and procedures for the systematic control of OBO's fire protection/prevention and life safety functions.
Assists in the development of safety programs where lacking and offers recommendations where applicable. Conducts inspection of any construction project in progress at missions with regard to fire and life safety.
Provides technical assistance to posts in conducting fire evacuation drills and evaluation of the drills for effectiveness, and submits recommendations to post officials to correct aspects of evacuation procedures requiring improvement.
Conducts fire and life safety training programs for both domestic and foreign staff for the maximum number of post personnel possible, including Foreign Service..
Develops and proposes changes in recommended design, engineering, program implementation methodologies, and planned compliance with recommendations. Assesses local fire safety codes that may apply to a given mission.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants applying for the GS-13 grade level must meet the following requirements:
Have 1 year of specialized experience equivalent to at least the GS-12 level in the Federal service, which demonstrates the knowledge, skills and ability to successfully perform the duties of the position. Such duties may include:
(1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade;
(2) rescue operations;
(3) detection, reduction, or elimination of potential fire hazards;
(4) operation of fire communications equipment;
(5) controlling hazardous materials incidents and/or
(6) developing, implementing, or providing training in fire protection and prevention.
Qualifying specialized experience must demonstrate the following:
Experience evaluating operational procedures against existing and planned construction projects;
Experience creating and presenting training materials on fire and life safety;
Experience utilizing current technology and innovation in fire protection.
There is no substitute of education for specialized experience for the GS-13 position.

The Selective Placement factor: Applicants must possess all certifications: Fire Inspector II; Fire Instructor II; Fire Officer II; and Hazardous Materials Awareness in accordance with current National Fire Protection Association (NFPA) Standards.
PHYSICAL REQUIREMENT: This position requires employees to travel to AND perform their work duties at all Department of State posts worldwide. The employee in this position MUST maintain a medical clearance for unlimited assignments worldwide by the Department of State's Office of Medical Services (M/MED).
