You will serve as a Public Affairs Specialist in the Executive Directorate, Code 103100 of NAVAL RESEARCH LABORATORY.

Duties

You will act as the Head of the External Engagement Section, directing and executing NRL's mass communication programs. You will direct the following programs: proactive content creation and distribution; media relations and crisis communications; employee communications; and publication reviews for public distribution. You will provide proactive content creation and distribution, media relations, and crisis communication, employee communication, and publication reviews for public distribution. You will communicate very technical topics in a simplified manner to varied audiences and work seamlessly with researchers and the entire Corporate Communication Office. You will advise leaders on how to engage with media, and coordinate and monitor interviews and press conferences with senior management or subject matter experts and reporters for highly complex and sensitive issues in a timely manner. You will work across the entire Naval Research Laboratory organization to solve communication needs and campaigns from various constituents including senior leadership, human resources, facilities, and others.

Requirements

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11/12) or NO-03 pay band in the federal service or equivalent experience in the private or public sector performing most or all of the following duties: 1) Directing and executing mass communication programs for an organization to drive engagement with key stakeholders and to inform, educate, and influence audience actions; 2) Creating and distributing compelling, tailored content (e.g., releases, newsletters, blogs, podcasts, videos, photos, advertisements, speeches, presentations) to advance strategic communication goals; 3) Managing an organization's digital outreach plan to include external websites and social media channels to enhance public awareness of the organization's programs and achievements; 4) Advising executives on media engagement practices and managing an organization's crisis communications plan; 5) Demonstrating experience in writing as a technical expert to informational requests from the news media, specialized groups, and the general public in order to provide detailed explanations of complex issues; and 6) Providing guidance on performance and evaluation of subordinates within a team.
