You will serve as a Public Affairs Specialist in the Executive Directorate, Code 103100.

Duties
You will advise leaders on how to engage with media.
You will review publication reach and penetration to a critical target audience.
You will develop and provide advice and insight concerning sensitive and or potentially controversial media topics.
You will address misinformation by presenting positive information to protect NRLs perception.
You will establish relationships with media, creating and maintaining press kits, and responses to queries.
You will prepare and maintain a crisis communication plan to cover a variety of events.
You will minimize and mitigate negative perception of NRL during crisis communication events via traditional and digital means.
You will monitor and analyze social media channels.
Requirements

Qualifications
This position has a selective placement factor that will be used to screen out ineligible candidates: The selective placement factor is: This position requires demonstrated experience in advanced digital receiver engineering research relating to Naval EW with relevant engineering design proficiencies in microwave antenna, receiver and ESM systems design.
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-05/10) or pay band (NO-02) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate most or all of the following duties: 1.) Generating compelling, tailored content to tell the command's story and advance strategic communication goals, such as releases, newsletters, blogs, podcasts, videos etc.; 2.) Managing external websites, social media channels, and intranet; 3.) Advising leaders on how to engage with media and coordinating and monitoring interviews and press conferences with senior management; 4.) Developing and providing advice and insight concerning sensitive and/or potentially controversial media topics; and 5.) Preparing and maintaining a crisis communication plan to cover a variety of events.

Education

Ph.D. or equivalent doctoral degree
