You will serve as a Public Affairs Specialist in the Executive Directorate of NAVAL RESEARCH LABORATORY.
Duties
You will provide proactive content creation and distribution, media relations, and crisis communication, employee communication, and publication reviews for public distribution.
You will communicate very technical topics in a simplified manner to varied audiences and work seamlessly with researchers and the entire Corporate Communication Office.
You will advise leaders on how to engage with media, and coordinate and monitor interviews and press conferences with senior management or subject matter experts and reporters for highly complex and sensitive issues in a timely manner.
You will work across the entire NRL organization to solve communication needs and campaigns from various constituents including senior leadership, human resources, facilities, and others.
You will establish relationships with media, create and maintain press kits, and respond to queries.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS 5-10) or pay band (NO-02) in the federal service or equivalent experience in the private or public sector performing some or all of the following Public Affairs Specialist duties: 1) Demonstrating an advanced knowledge of public affairs operations and procedures; 2) Handling complex projects on a daily basis in responding to communication and social media tasking while working within a team environment; 3) Demonstrating experience in writing as a technical expert to informational requests from the news media, specialized groups, and the general public in order to provide detailed explanations of complex issues; and 4) Reviewing content to ensure that the broader impact of the information released is appropriate for the command and its interests.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:Ph.D. or equivalent doctoral degree

3 full years of progressively higher level graduate education leading to such a degree
