The primary purpose of this position is to exercise second level supervisory and managerial authority over the Plans and Resources Division of the Communications Directorate.
Duties
Exercises 2nd level (or higher) technical and administrative supervisory personnel management responsibilities
Plans, organizes, and oversees the activities of the organization, ensuring that management operations comply with legal and regulatory requirements and meets customer needs.
Participates in special IT management operation projects and initiatives and performs special assignments
Represents the organization with a variety of installation and functional area organizations

- Incumbent will be required to obtain and maintain the appropriate security clearance

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft
- Incumbent works in a high stress office environment and irregular duty hours may be required
- Employee must within 30 days of assuming this position and annually thereafter, file an OGE-450, "Confidential Financial Disclosure Report." Employee is required to attend annual ethics and procurement integrity training

- The selectee must meet, or be capable of achieving the APDP certification as designated on the position description within the defined grace period for that certification level after assignment.

SPECIALIZED EXPERIENCE: Applicants must have or will have within 120 days of the closing of this announcement at least one (1) year of specialized experience at the next lower broadband NH-03, equivalent to the next to lower grade GS-13 or equivalent in the Federal Service. Specialized experience must include exercising second level supervisory and managerial authority over the Plans and Resources Division of the Communications Directorate. As the SCX Division Chief, the incumbent provides managerial and technical direction and oversight needed to provide responsive, secure, and mission-ready communications and IT services to enable customer success; and to continually increase availability of IT Services to customers, and decrease annual costs to customers.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Information Technology core processes for policy and staff management.
2. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an
organization through subordinate supervisors.
4. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options.
5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
6. Ability to communicate both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
