You will serve as a FINANCIAL MANAGEMENT ANALYST in the Naval Medical Research Unit Dayton of NAMEDRSCHU DAYTON W PATT AFB.
This announcement uses the Expansion of Direct Hire Authority for Certain Personnel to recruit and appoint qualified candidates to certain positions in the competitive service.
GS-09: $62,184 - $80,838
GS-11: $75,236 - $97,805
Duties
You will advise on work with short term, single year and multi-year appropriations in any of the phases or systems of budget administration.
You will perform financial budgeting functions to include analyzing and recommending costs and benefits of alternative methods of financial management organizations programs and administrative operations.
You will oversee command budget by supporting the financial management program through periodic reviews and evaluations of budget requests, appropriations and adjustments to determine availability of funds and impact of requests on the budget.
You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organizations programs and activities.

- This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to meet any applicable credentialing or privileging requirements prior to appointment.
Qualifications
GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience working with and applying financial analysis techniques, budgeting processes, financial reporting, financial modeling, and data analysis;
Experience analyzing and problem-solving, as well as the ability to interpret and apply financial regulations and policies;
Experience using financial software and tools such as spreadsheets, databases, financial management systems like SAP ERP and data visualization tools;
Experience working with Microsoft Excel, financial modeling software, and other relevant applications; and
Experience multi-tasking and prioritizing workload and duties.
GS-09: Your resume must demonstrate at least one year of specialized experience equivalent to the GS-07 or pay band in the federal service or equivalent experience in the private or public sector such as:
Experience conducting financial analysis, reviewing financial data, and identifying trends and anomalies;
Experience preparing financial reports and presentations to inform management of financial status and performance;
Experience interpreting and applying relevant regulations or policies;
Experience using financial analysis software such as Excel or financial modeling tools.
