Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (2) years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition.
Duties
Plan and execute a recruitment program designed to attract highly qualified candidates for deployment opportunities.
Analyze the effectiveness of recruitment and outreach efforts and develops recommended strategies to increase participation in deployment opportunities.
Apply a general knowledge of civilian mobilization and deployment operations and substantial expertise in the major areas of civilian human resource management to include staffing, classification, and recruitment.
Develop, recommend and advise on the implementation of policies and procedures to support the integration of civilian employees into the total Army force during contingency operations and other emergencies.
Lead recruitment and marketing events to increase awareness of deployment opportunities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary Duty (TDY) travel may be required up to 10% of the time.
- Obtain and maintain a Secret security clearance.

Current Department of Army Civilian Employees
In order to qualify, you must meet the specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes leading recruitment events to attract qualified civilian candidates; interpreting travel regulations to ensure employees are informed of travel allowances and/or entitlements; providing solutions on pay issues; advising management and/or employees on policy changes that impact pay and entitlements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-13 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
