Duties
You will serve as a Procurement Analyst in the Business Oversight Branch relating policies to specific missions assigned to the local organization and participating in overseeing the implementation of new and innovative contracting initiatives.
Ensuring that acquisitions reflect the application of good business judgment and complies with all levels of procurement policies, regulations and directives both prior to and subsequent to award of contracts and modifications.
Developing initiatives and guidance that ensure the fullest integrity of the source selection evaluation process and fairness and managing overall metrics for contracting division to ensure compliance and accuracy.
Performing internal reviews and audits to ensure compliance with established regulations, policy and procedures.
Reviewing source selection processes and ensuring the source selection processes are fully compliant with regulations, policies and procedures.
Track systemic problems in technical execution of acquisition process and functioning as subject matter expert and technical authority responsible for conducting comprehensive reviews of contracting work products.
Leading process improvement teams to ensure the most efficient process and procedures are established that foster streamlining and maximum flexibility.
Interpreting policies and procedures for source selection to the Contracting Specialist and Contracting Officers.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must possess or be willing and able to obtain/maintain a valid state driver's license.
- Must be willing and able to travel up to 25% of the time for business-related purposes.
- Must be willing and able to work overtime hours and/or weekend hours to complete Fiscal Year-End Activities.
- Must be willing and able to acquire the Defense Acquisition Workforce Improvement Act Level II Certification in Contracting within 24 months of entrance on duty.
- Must be willing and able to complete a Confidential Financial Disclosure Agreement (OGE 450) at time of entry and annually thereafter.

THIS IS A DIRECT HIRE SOLICITATION - THIS POSITION IS BEING ADVERTISED THROUGH THE DIRECT-HIRE AUTHORITY (DHA) FOR CERTAIN PERSONNEL OF THE DOD WORKFORCE.

In order to qualify, you must meet the education and experience requirements described below. Basic Requirement for a Procurement Analyst:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (The 24 semester hour requirement can be obtained within the bachelor's degree OR in addition to the degree.)

Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position, you must all meet the qualification requirements listed below. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job.
Specialized Experience: One year of specialized experience which includes: 1) Interpreting contracting policy and directives; 2) Reviewing contract work products to ensure compliance with regulation and policy; AND 3) Experience developing contracting policies, methods, and operating procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11) or equivalent.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
