This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

This is a full time administrative Mental Health Service (MHS) position. The incumbent supervises the following programs: Substance Use Disorders Treatment Program, Primary Care-Mental Health Integration, Healthcare for Homeless Veterans Program, Mental Health Access Consult Service, Acute Psychiatric Inpatient Unit, Suicide Prevention Program, and Mental Health Compensation and Pension. The incumbent is an Assistant Chief of Mental Health Service with full authority and responsibility for providing administrative support to the Chief. In that capacity the Assistant Chief assists with the overall planning, organizing, directing, and evaluation of MHS programs at Overton Brooks VAMC, and has delegated responsibility for those employees and functions assigned to MHS at the various Community Based Outpatient Clinics. The incumbent has full authority to act for the Chief in all delegated functions, and exercises full administrative authority for the Service in the absence of the Chief. The Assistant Chief has overall managerial responsibility for the seven (7) identified programs located in Mental Health Service Line: Substance Use Disorders Treatment Program Primary Care-Mental Health Integration Healthcare for Homeless Veterans Program Mental Health Access Consult Service Acute Psychiatric Inpatient Unit Suicide Prevention Program Mental Health Compensation and Pension Duties include, but are not limited to: Monitoring and providing care that is consistent with best practices and ensuring clinical operations run smoothly. Overview process for ensuring Mental Health meets performance measures/goals/and implantation of new clinical processes to include: Clinical Reminders Joint Commission Medication Monitoring All Clinical Performance Measures Requirements for Suicide Prevention Clinical Compliant Process Responses Clinical Justification for Veterans with Complex Care Treatment Requirements for Mental Health Uniform Services Package Assists with planning for growth of Mental Health Service. Improving strategic alliance with the community and other partnerships. Preparation of reports assigned by the Chief of Service, Chief of Staff, Medical Center Director, or by Central Office. Coordinates all inspection scheduling, reporting, and follow-up. Participate in staff recruitment, screening of applicants, and will assist the Chief with determining staff assignments. Develops, and provides a variety of staff development programs, education and training resources to a wide spectrum of staff at the Medical Center. These include in-service training, lectures, intra and extra-VA detail assignments, consultants, etc. Supports and contributes to all MHS programs within the Service and integrates MHS goals and programs with those of the Medical Center, VISN and CO. This involves reviewing existing programs for adequacy, initiating changes for improvement, or realigning Service priorities to remain within available resources. Provides administrative, clinical and technical supervision to MHS staff, as assigned by the Chief of MHS. Devotes at least 25% time towards the practice of patient care services, either as a direct clinical provider or through professional supervision of other clinical providers. During clinical time, the incumbent will: Diagnose and treat mental disorders using the most appropriate techniques in providing quality care. Perform assessments and evaluations for veterans with a variety of mental health disorders. Provide supervision, as appropriate, of trainees conducting direct clinical care. Be responsible for timely completion of all clinical charting and documentation required by the Medical Center as appropriate and outcome data as appropriate. Consult with medical center staff on a wide variety of patient care issues. Remain involved in program evaluation. Maintain full clinical privileges as a member of the Medical Staff. H. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling. Licensure. Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates- Remove annual leave statement. Licensed Professional Mental Health Counselor, GS-14 Experience, Education and Licensure. In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-13 grade level. They must demonstrate possession of advanced practice skills in administration, demonstrating progressively more professional competency skills and judgment. Demonstrated Knowledge, Skills, and Abilities. In addition to meeting the KSAs for the GS-13 grade level, the candidate must demonstrate all of the KSAs below: Advanced knowledge and skill in management/administration of multidisciplinary mental health programs at complex facilities and/or across multiple sites which includes supervision, consultation, negotiation, and monitoring. Demonstrated global knowledge of mental health counseling practice to develop, maintain, and oversee programs in all settings. Ability to provide consultation on policy implementation, qualification standards, counseling practice, and competency with medical center director, VISN, or national program managers that are consistent with organizational goals and objectives. Advanced knowledge of evidence-based practices and mental health practice guidelines in multiple professional areas, and the ability to use these resources to guide the program staff in providing appropriate treatment interventions. Ability to influence high level officials in adoption of, and conformance to, performance measures, monitors, and other policy guidelines. Preferred Experience: Program management and supervisory experience. References: VA HANDBOOK 5005/106 PART II APPENDIX G43 The full performance level of this vacancy is 14. Physical Requirements: Work is sedentary but also demands standing, walking, bending, twisting, and carrying light items.
