This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
The Licensed Professional Mental Health Counselor (Program Manager) - Substance Use Disorder Services (SUDS) is administratively and clinically responsible for the direction of substance use disorder treatment services across the Overton Brooks VA Healthcare System. These services include: screening and placement; multidisciplinary assessment; treatment planning; treatment; counseling of patients and families; discharge planning; provision of continuing care services; patient and staff education; coordination of treatment service delivery by disciplines other than SUDS direct service staff; organizing and monitoring of patient referral to community supports, and provides expert consultation regarding SUDS needs to the Mental Health Service Line Contracting Officer Representative for contracts with community service providers for transitional housing services. Duties include but not limited to:
A. Program Management Responsibilities:
Responsibilities include coordinating the integration of all section resources with medical, behavioral medicine and nursing service elements of care in a manner that insures delivery of a coherent and effective array of treatment options to constituent veterans served by the medical center.
Establishes and maintains necessary "call back" services to meet extraordinary needs of patients or system usually served during normal tour hours;
Identifies, documents, and justifies resource needs within the service. Identifies deficits, surveys appropriate options, and makes requests for additional resources consistent with established policies and procedures for such requests. Coordinates the integration and use of community resources, both public and private, into the plan of care for meeting the needs of client population;
Develops or participates in development and management of budget for areas of responsibility. Reviews utilization of resources (i.e., money, people, space, equipment) by performing such activities as internal audits, data collection, review and analysis of reports, to ensure such resources are utilized effectively. Provides timely reports on these stewardship activities to management as required or called for;
Direct Patient Care:
The coordinator will oversee the referral process to the SUDS program. The incumbent will be responsible for answering consults, conducting intakes and assessment procedures, and referring Veterans to other SUDS staff for appropriate services.
B. Supervisory and Managerial Authority Exercised:
Makes work assignments based on system priorities while considering the difficulty of client cases involved and the individual capabilities of employees.
Engages in the provision of advice, counsel, instruction and mentoring to employees regarding work and administrative matters.
Leads and/or directs the interview and hiring selection process for vacant positions within the section and in accordance with established facility and VA policies. Deploys subordinate staff resources as needed to accomplish section and product line goals and objectives.
C. Difficulty of Typical Work Supervised:
The incumbent has direct clinical and administrative responsibility for the delivery of Substance Use Disorder Services within the Healthcare System's catchment area. To effectively coordinate continuity of veteran care and seamless service transitions, the position requires significant knowledge and understanding of day to day operations throughout the Service Line.
Occasional travel to remote sites to effectively perform supervisory duties is an expectation.
D. Other Conditions
The coordinator is responsible for analyzing the various recommendations and contributions of each team member and combining them into a consistently coherent and effective integrated intervention.
These responsibilities require ongoing program development activity as well as measures to monitor and improve the effectiveness and productivity of practice within the section.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education. Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling.
Licensure. Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. NOTE: It is VHA policy that a LPMHC who does not yet have a license that allows independent practice must be supervised by a licensed independent practitioner of the same discipline who is a VA staff member and who has access to the electronic health record.
Grade Determinations:
GS-13, Licensed Professional Mental Health Counselor (Program Manager)
Experience, Education, and Licensure. In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-12 grade level. The experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency.
Knowledge, Skills and Abilities (KSAs). In addition to meeting the KSAs for the GS-12 grade level, the candidate must demonstrate the KSAs below:
1. Ability to make judgments and decisions associated with program management.
2. Ability to monitor program outcomes using data driven quality assurance process.
3. Ability to develop productivity standards appropriate to each service provided.
4. Ability to manage a wide range of programs which include the operation and management of key clinical, training or administrative programs.
