Serves as the EEO Manager located in the Defense Commissary Agency (DeCA) Headquarters, EEO Office. Responsible for planning, coordinating, evaluating, and managing EEO Programs DeCA wide. Serves an agency with an employee population of about 14,000 including trades, crafts, laboring, clerical, administrative, technical, and professional occupations.
Duties
Prepares the annual Equal Employment Opportunity Commission (EEOC 462), Complaint Activity Report and assures compliance with the Notification and Federal Employees Anti-Retaliation (No FEAR Act.).
Prepares final agency decisions on acceptance and dismissal of complaints and may occasionally prepare final agency decisions on the merits of discrimination complaints.
Provides technical advice to the Director of DeCA and other senior managers concerning the resolution of equal employment opportunity complaints.
Coordinates with the personnel officer and budget officer regarding programs involving the allocation of agency resources such as training and providing reasonable accommodation.
Provides daily program direction and guidance in the areas of EEO counseling, complaint resolution, complaint processing, and preparation of Final Agency Decisions (FAD's) on complaints of discrimination.

Experience: One (1) year of specialized experience equivalent to the GS-13 level by the closing date of this announcement. Education may not be substituted for specialized experience.
Examples of specialized experience include:
Provide daily program direction and guidance in the areas of EEO Counseling, complaint resolution, and complaint processing.
Provide technical advice to senior leadership concerning the resolution of equal employment opportunity complaints.
Directly supervising most of the EEO staff and planning, directing, and carrying out the agency equal employment opportunity program in consultation with the Director of EEO.
Interpret agency instructions to plan, design, and carry out the equal employment opportunity program for the agency.
You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Physical requirements: Work regularly involves prolonged training sessions dealing with emotionally charged issues. Is also some extended negotiation with stake holders to develop plans to accommodate employees or to settle complaints. Leading these sessions require above average resistance to fatigue.
