Duties
As the principal advisor to the Deputy EEO Director, assists in the planning and managing of the Agency's Equal Employment Opportunities Program providing positive equal employment opportunity consulting services to managers at every level.
Manages all aspects of the EEO counseling and discrimination complaint process which includes the direct supervision of 5 EEO specialists and 3 EEO assistants.
Prepares the annual Equal Employment Opportunity Commission (EEOC 462), Complaint Activity Report and assures compliance with the Notification and Federal Employees Anti-Retaliation (No FEAR Act.)
Prepares final agency decisions on acceptance and dismissal of complaints and may occasionally prepare final agency decisions on the merits of discrimination complaints.
Acts for the EEO Director in the Director's absence. This includes providing guidance on diversity, barrier analysis, EEO training, reasonable accommodation of disabilities and other EEO-related areas.
Coordinates with the Office of General Counsel on resolution of complaints, systemic EEO issues and status of cases awaiting a hearing from or on appeal to the Equal Employment Opportunity Commission.

Qualifications
You must meet the Office of Personnel Management (OPM) qualifications for series 0260 and additional requirements by the announcement closing date. Your resume must clearly show that you have one (1) year of experience conducting job analysis, posting vacancies in an automated system, advising management on a variety of recruitment authorities and techniques, evaluating applicants for eligibility and qualifications, creating and issuing referral certificates, making job offers and onboarding personnel, and preparing and auditing personnel actions for accuracy and regulatory compliance (specialized experience) equivalent to at least GS-14. Experience can be under other Federal service pay systems, private sector, or military.
You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
