The Federal Highway Administration (FHWA) Office of Infrastructure is seeking a National Program Manager, Emergency Relief for Federally-owned Roads (ERFO) for the Emergency Relief (ER) Program. The ER Program’s National ERFO Program Manager is the lead for the ERFO program and serves as a key partner to the Office of Federal Lands Highway and multiple Federal Land Management Agencies.

Qualifications
For the 2101 series, specialized experience that demonstrated a knowledge of the transportation function(s) of the position to be filled is required.
To meet the minimum qualifications for this position, you must meet the specialized experience for the grade at which you are requesting consideration. You will be asked related questions as part of your application, but you need to verify how you meet the specialized experience in your resume and applicable documentation or you may be deemed ineligible.
For the GS-13: On Experience, you must have at least one year of experience, equal or equivalent to the GS-12 grade level, which included:
Experience evaluating Emergency Relief program requirements to improve policy requirements to improve program operations and compliance with transportation laws, regulations, and principles; AND
Experience with financial systems such as (Financial Management and DELPHI) to review emergency relief funds to ensure compliance with applicable statutory, regulatory, and contractual requirements for allocation determination; AND
Experience communicating stewardship oversight policies with internal and external officials such as (e.g., other Federal Agencies, States, local and/or tribal government or Congress).
For the GS-14: On Experience, you must have at least one year of experience, equal or equivalent to the GS-13 grade level, which included:
Experience analyzing and interpreting Emergency Relief programs and policy requirements to improve program operations and compliance with transportation laws, regulations, and principles; AND
Experience developing procedures and providing guidance on the allocation, and de-allocation of funds to validate Emergency Relief financial transactions, maintain financial records, and disseminate listing of funding needs for allocation determination; AND
Experience developing strategies, procedures or policies to improve and implement program improvements.
You cannot qualify based on education, you must meet the specialized experience.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will also be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Principles of Finance - Knowledge of the basic principles, practices, and methods of financial management to include requisitions, apportionments, allotments, investments, fiscal management, activity reporting, and fiscal year guidelines.
Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
Stakeholder Management - Knowledge of the concepts, practices, and techniques used to identify, engage, influence, and monitor relationships with individuals and groups connected to a work effort; including those actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome (positive or negative).
Transportation Engineering - Knowledge of the concepts, principles, theories, and methods applicable to planning, designing, and constructing of transportation systems including traffic analysis, signal analysis, highway capacity, pavement design, bridge construction, planning of transportation projects, environmental analysis of transportation facilities, and transportation network analysis.
