This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare (CM), Business Operations Staff-1 (BOS1).
As a Management Analyst, GS-0343-12, you will coordinate administrative and operational activities, Human Resource (HR) liaison services, and lead as Integrated Time and Attendance System (ITAS) Coordinator responsible for ensuring that payroll activities are performed effectively and efficiently.
Duties
Serves as the CM-FFS lead ITAS coordinator responsible for ensuring that payroll activities are performed effectively and efficiently across the Center.
Serves as an analyst in BOS-1 providing support and analysis of administrative and operational issues for CM-FFS.
Serves as a liaison on human resources issues between CM managers and OHC to help identify and assist in the resolution of complex HR matters in accordance with the appropriate statutes and regulatory guidance and procedures.
Reviews and analyzes overtime and compensatory time requests in accordance with Title 5 of the U.S. Code and Fair Labor Standards Act (FLSA).

In order to qualify for this GS-12 position, you must clearly demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-11 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Lead/coordinate payroll activities in ITAS (payroll system); AND (2) Advise leadership on human capital management activities; AND (3) Analyze operational policy/procedures and develop improvements as needed; AND (4) Advise managers and staff regarding overtime and compensatory time rules and the internal Center approval process.

Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
