You will serve as a QUALITY ASSURANCE SPECIALIST (SHIPBUILDING) in the Employee Development Branch (Code 133.3), of the Non-Nuclear Inspection Division (C 133), for the Quality Assurance Office (130) of NORFOLK NAVAL SHIPYARD.
Duties
You will be responsible for internal process/program management and division operations, including data analysis, budget, workload, and resource forecasts.
You will evaluate and oversee non-nuclear inspection training to ensure improvements.
You will develop various code policies and process guidance documents for non-nuclear work.
You will be responsible for all Advanced Industrial Management (AIM) functions of the division on each NNSY project.

You will identify unsatisfactory areas, investigate problems, and recommend/take action to correct the deficiencies.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying non-nuclear inspection requirements, including mechanical/piping processes as well as operations; engineering practices and procedures related to non-nuclear work.
Experience applying Certification Program Work programs SUBSAFE, FBW-SCS, DSS- SOC, Steam Plant Cleanliness, Level I program, AIM process, and project management methods.
Experience working with non-nuclear ships systems, nuclear/non-nuclear interface systems, materials, and components, including critical quality characteristics, functional relationships between components and systems, and test and measurement techniques.
Experience applying a complete range of quality assurance principles and practices used in ship repair.
Experience understanding nonnuclear propulsion plant systems, and nuclear/non-nuclear interface systems.

GS-11
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
